The primary purpose of this position is: To serves as a Program Analyst applying experience to manage a broad range of programming duties related to the development of requirements and the formulation of arms control program inputs to the Planning, Programming, Budgeting and Execution (PPBE) process.
Duties
Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of arms control resource management program. Manages the Planning, Program, Budgeting, and Execution (PPBE) process as the Program Element Monitor (PEM) for Program Element (PE) 35145F. PEM activities include establishing DAF arms control budget requirements and incorporating them into a comprehensive resource management program - executes program in accordance with Department of Defense (DoD) targets and regulations. Also directs and tracks budgetary resources for all MAJCOMs/FLDCOMs and 50+ Treaty positions world-wide for implementation and compliance activities of all applicable U.S. Government treaties and agreements.
Develops and recommends courses of action to ensure organizational strategies are properly planned, programmed, executed and independently evaluated. Coordinates with other Air Staff, other service headquarters, counterparts, and DoD offices to ensure strategy and planning is consistent and integrated throughout the nuclear deterrence and arms control communities.
Conducts studies and research, prepares position papers, and presents high-level briefings on conclusions and critical concerns impacting the nuclear enterprise and international treaties. Prepares and approves division reports, responses to queries, justifications, and background papers on the impact of current nuclear strategy, policy, and treaties. Represents the division and leads efforts involving special assignments (such as management or program reviews of unusual complexity, sensitivity or significant national interest).
Maintain a continuous liaison with Air Staff and other service headquarters counterparts, and DOD offices to integrate Department of the Air Force budgetary and policy support actions in assigned areas. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Represents the organization on DoD working groups, steering groups, or other meetings, conferences, seminars, etc. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization. Establishes and maintains effective and professional liaison with counterparts at all levels within the DAF and other agencies. Reports results of studies, analyses, and evaluations accurately to counterparts.

- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Position requires 24-hour, on call availability.
- May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tour of duty, holidays, etc. This is especially applicable during peak periods of arms control treaty activity.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing expert knowledge of management and organizational principles and practices and a comprehensive knowledge of Planning, Programming, Budget and Execution system (PPBE) regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and DAF planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support of the arms control implementation and compliance mission. Comprehensive knowledge of the Federal, DoD, and the DAF PPBE and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may conflict with previous programming actions. Expert level of knowledge of the history, text, application, and functioning of international arms control treaties and agreements impacting the DAF mission. Expert level of knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how arms control treaty programs are administered to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations to enhance and improve the program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Air Force Strategic Planning process, the POM development process, and the budget approval process. This should include knowledge of the Air Force Corporate Structure (AFCS), the Operating Budget Review Committee (OBRC), the Investment Budget Review Committee (IBRC), the Air Force Requirements Oversight Council (AFROC), and other resource allocation decision governance bodies.
2. Knowledge of the DoD Planning, Programming, Budget and Execution system (PPBE) and DAF policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major Air Force missions for the combat air forces and operations plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
3. Knowledge of a broad range of arms control treaty and agreements texts, issues and policies impacting the DAF mission.
4. Skill in taking treaty and agreement text and broad-based guidance from multiple sources, applying analytical reasoning and translating guidance into organizational instructions, plans, policies and directives; high level skill in both written and oral communications to include the ability to develop comprehensive, detailed and coordinated operations orders and instructions and presents sensitive recommendations concerning critical issues
5. Knowledge of Air Force doctrine, policy, and program processes in support of arms control and nuclear deterrence operations. Technical skill in organizing multiple program goals and objectives, developing plans, managing and scheduling work to accomplish the mission.
6. Ability to interact with, brief and advise senior leaders. Comprehensive knowledge of Air Force staffing processes, as well as the relationships with various DoD and interagency nuclear and arms control entities involved in the overall planning and execution of nuclear strategy and international treaties/agreements, to include policies and procedures. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
