You will serve as a FINANCIAL MANAGEMENT ANALYST of the U.S. NAVAL ACADEMY.
GS-09: $68,405 - $88,926 per annum
GS-11: $82,764 - $107,590 per annum
Duties
You will examine documents for accuracy, adequacy of documentation and compliance with regulations for materials and services provided to or by the government.
You will maintain and reconcile accounts and accounting data
You will prepare and download various daily, weekly, and monthly financial reports, email daily status reports, analyze weekly commitment and monthly reconciliation reports, and work with personnel to reconcile obligations and payments.
You will use and need to have knowledge of systems such as N-ERP, PIEE, DCAS, Defense Travel System.
You will receive calls and inquiries, use critical thinking, and respond to inquiries from internal and external personnel regarding financial transactions.
Requirements

- Must be determined suitable for federal employment.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching, analyzing, and resolving problematic disbursements by processing cost transfers, closing 2276s, and processing disbursement errors; 2) Conducting analyses of financial and performance data to provide recommendations to supervisors and managers on programmatic and fund changes; and 3) Utilizing intensive knowledge of policies, objectives, regulations, and guidelines related to gift fund management and budgeting.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing invoices, preparing disbursement vouchers for payment; 2) Monitoring funds execution in various financial information systems; and 3) Communicating with management and colleagues regarding accounting system problems and resolutions.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher- level graduate education leading to such a degree

LL.M., if related

master's or equivalent graduate degree
or
2 full years of progressively higher- level graduate education leading to such a degree
or
LL.B. or J.D., if related
