This position is in the Department of Veterans Affairs, Veterans Health Administration, at the St. Cloud VA Health Care System in the Health Administration Service (HAS) line. The purpose of the Supervisory Program Specialist i.e. Supervisory Health Administrative Specialist on Duty (HOD) is to provide a continuum of supervision and program management for a broad and complex range of enrollment and eligibility functions.

Duties

Major Duties include, but are not limited to: Program Administration: Responsible for establishing the goals and objectives for the section. Serves on multiple committees and performance improvement teams as assigned by senior management. Serves as Acting Veteran Service Supervisor in their absence. Responsible for initiating and developing contacts within the VA system such as the Health Eligibility Center, Consolidated Patient Account Center (CPAC), VA Regional Office, Office of Community Care, Veterans Transportation Program Office, as well as outside Veteran organizations, state & local government agencies, community organizations, and vendors to facilitate HAS programs, goals, and objectives. Responsible for planning, managing, and directing all technical and administrative activities/issues associated with enrollment, eligibility, health benefits, death details, and emergency transportation as per VA guidance. Conducts all phases of management of program activities, evaluate results, and initiate changes as needed. Administers programs concerning matters of equal opportunity, merit promotion, labor management relations, and position management. Evaluates space and equipment needs and recommends policy for human resources, equipment, and space. Analyzes, evaluates, and advises on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. Conducts or directs special studies to resolve administrative problems which arise in the normal operation of the facility's revenue cycle as it pertains to the patient intake and pre-registration pieces. Serves as the subject matter expert in all enrollment administration matters for front-line, middle managers, and senior facility officials. Supervision: Supervises staff of seven Health Administrative Specialists on duty (HOD) and one Lead HOD who are delegated full authority of the Chief, HAS for administrative activities occurring during irregular tours. Interprets facility rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. Ensures that the following trainings are completed and monitored for completeness including Emergency Management training, Media training, Beneficiary Travel training, Enrollment NEST training, Bed Management BMS Training, PATs-R Training, and required scanning training as required by appropriate directive. Work Schedule: 0730-1600 or 0800-1630 Compressed/Flexible: Not approved. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel; Familiarity with substantive administrative support functions (i.e. pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment)) in the area studied; Familiarity with planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program of support setting; Familiarity with regulations, rules, procedures, and practices associated with inpatient/outpatient activities of a medical facility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or, three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or an LL.M, if related in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree or master's equivalent graduate degree and specialized experience (equivalent to the GS-09 grade level) to meet the total specialized experience requirement. Preferred Experience: Experience planning, managing, and directing all technical and administrative activities/issues associated with enrollment, eligibility, health benefits, and emergency transportation as per medical facility guidance. Physical Requirements: The work is primarily sedentary there may be some walking, standing, bending, and carrying moderate items such as medical records and papers.
