This position serves as the Enrollment/Outreach Specialist for the St. Cloud VA Health Care System (HCS). This position requires a flexible schedule due to frequent outreach events which are often scheduled in the evenings. Individual represents the Business Office at outreach events, town meetings, workshops, etc. to provide information regarding the HCS's policies and operations regarding VA healthcare enrollment.

Duties

Works closely with Outreach Coordinator in all outreach projects, providing Enrollment and Eligibility expertise for all Outreach endeavors. Knowledge of eligibility rules and regulations, as well as an understanding of laws, regulations, and manuals. Ability to interpret rules and and communicate them in an understandable manner to individuals raising questions. Interacts closely with County Veterans Service Officers (CVSOs) in providing medical benefits to eligible veterans. Participates in training conferences to explain and clarify VA regulations governing medical benefits. Must have the ability to provide presentations both orally and written to stakeholders. Ability to maintain good public and media relations. Establish and maintain liaison with the Public Affairs Officer, Outreach Coordinator and Clinical Service Line Administrative Officers. Meet critical deadlines and work flexible hours. Gather and evaluate appropriateness of educational materials for Outreach events. Facilitate Veteran enrollment and coordinate vesting with local clinical and administrative entities. Determine the eligibility and legal entitlement of applicants for health care, including assignment into the appropriate enrollment priority group. Verify eligibility of applicants for health care using various methods, such as, income assessments, military discharge documents, various programs, and communication with VA Regional Offices. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am to 4:00pm Compressed/Flexible: Flexible, as required. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-7: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: familiarity with eligibility rules and regulations, understanding of applicable laws, regulations, and manuals; ability to interpret rules and communicate them in an understandable manner to individuals; interacting with Veteran Service Officers (CVSOs) providing medical benefits to eligible veterans; experience participating in training conferences to explain and/or clarify Veterans Affairs (VA) regulations governing medical benefits; experience providing presentations (oral and/or written) to stakeholders; experience building and maintaining positive relationships with the public and media, i.e. Public Affairs Officer, Outreach Coordinator, and Clinical Service Line Administrative Officers; experience gathering and evaluating appropriateness of educational materials for outreach events. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education. NOTE: Education must be in a field closely related to the position to be creditable. (TRANSCRIPTS REQUIRED) OR, Superior Academic Achievement (SAA): a bachelor's degree in a field closely related to the position requirements based on (1) Class Standing, (2) Grade Point Average (GPA) of 3.0 or higher, or (3) Honor Society Membership. (TRANSCRIPTS REQUIRED) OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. NOTE: Only education beyond a bachelor's degree may be used to qualify at this grade level. If using education combined with specialized experience to qualify, the combination must add up to 100%. Any education used must be related to the position. (TRANSCRIPTS REQUIRED) Specialized Experience GS-09: You must have have one (1) full year (52 weeks) of specialized experience equivalent to the GS-7 grade level in the federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of this position and is in the normal line of progression for this occupation. Qualifying specialized experience includes, but is not limited to: experience meeting critical deadlines; independently gathering and evaluating the appropriateness of educational materials for outreach events; facilitates Veteran enrollment and coordinates vesting with local clinical and administrative entities; experience determining eligibility and legal entitlement of applicants for healthcare (including assignment into the appropriate enrollment priority group); experience verifying applicant eligibilities using various methods, i.e. income assessments, military discharge documents, various facility and national programs, as well as communication with VA Regional Offices, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree. NOTE: Education must be in a field closely related to the position to be creditable. (TRANSCRIPTS REQUIRED) OR, Two (2) full years of progressively higher level graduate education leading to such a degree. OR, A Bachelor of Law (LL.B) degree or Juris Doctor (JD) degree if related. (TRANSCRIPTS REQUIRED) OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education equivalent to two (2) years of graduate level education leading to a master's degree. NOTE: Only education in excess of the first 18 semester hours (i.e., beyond the first (1) year of graduate level education) is creditable towards the specialized experience requirement. If using education and specialized experience to qualify, the combination must add up to 100%. Any education used must be related to the position. (TRANSCRIPTS REQUIRED).
