The position functionally serves as the Assistant Chief, Supervisory Program Specialist for the Community Care Program, which is organizationally aligned under the Chief of Staff in the St. Cloud VA Health Care System. The incumbent has direct accountability to the Chief, Community Care and works closely with the management team that includes Clinical and Administrative leadership.
Duties
Duties may include but are not limited to:
Provides supervision at first and second levels for employees responsible for financial (program authorities/authorizations) and administrative work in support of the facility community care program.
Discusses, investigates and responds to employee grievances to resolve conflicts. Employee represents management at labor management meetings, provides information, and resolves conflicts and/or issues that may arise and assures management officials are familiar with the negotiated agreement.
Provision and oversight of the community care annual budget, which includes budget/resources formulation, justification, and execution; financial management; and financial reporting.
Plays a vital role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements.
Ensures programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management are appropriately administered.
Develops both long and short-range policies and plans for Community Care by coordinating the medical administration needs of the facility community care program for the Medical Center.
Participates in the analysis and interpretation of workload and other data used in resource planning.
Incumbent must have the ability and resourcefulness to engage in analytical, financial, statistical, and quantitative problem solving and analysis.
Incumbent must have a thorough knowledge base of common financial analysis techniques, including budget projection and forecasting.
Incumbent must be proficient in the use of a personal computer and computer systems.
Must have knowledge, flexibility, and experience to interface with individuals at all levels of the Medical Center, including clinical and administrative services.
Must have the ability to write clearly and concisely the documents and reports necessary for the job. Must have the ability to communicate effectively on paper and by word of mouth.
Incumbent must have firm knowledge of the operations of the Medical Center's administrative and clinical functions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-11.
Work Schedule: Monday-Friday, 8:00am to 4:30pm
Telework: Incumbent may telework 6+ days per pay period, at supervisors discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization and that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist. Examples of specialized experience would typically include, but are not limited to: coordinate between departments of an organization to achieve greater shared objectives; utilize written and oral communication skills to respond to the needs of internal and external clients; deal with customers constructively and appropriately when conflict or problems arise; utilize data and reports to determine past and current effectiveness of operations; supervise or train entry level administrative staff; populate or maintain an automated tracking system. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond (1) full year of graduate level education may be used to qualify applicants for the GS-09 level. (Transcript Required).
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization and that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist. Examples of specialized experience would typically include, but are not limited to: serving as a liaison between your department and other departments or areas within an organization; utilizing written and oral communication skills to direct / guide staff to greater shared objectives; utilize data and reports to forecast department goals; assisting with budget development; recruiting and hiring staff for administrative positions; prioritize, coordinate and organize numerous simultaneous work assignments and requests; working independently to plan and carry out steps for completing assignments in accordance with established instructions, practices and guidelines; populating and maintaining an automated tracking system of program specific data to track suspense on items such as project milestones, progress reports and compliance strategies. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. (Transcript Required). OR,
