Employee will serve as a Program Analyst, Health Architect (HA) within Business Architecture section of Strategic Investment Management located at the Veterans Healthcare System in Washington, DC.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full
performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The Health Architect (HA) is tasked with developing and tracking numerous complex architecture projects and products and keeping stakeholders, federal partners, and leadership informed of all steps of progress for each architectural plans and communicates utilization and dispensation of architecture content. Duties will include, but may not be limited to the following:
Serves as the architecture portfolio support resource for assigned projects, working directly with business owners and program office leads, and providing guidance for contract resources and fellow architects as an advisor.
Ensures the work assignments of contract resources are carried out and provides guidance and technical direction for accomplishing the work of the team.
Develops architecture policies, procedures, templates, and other shared documentation.
Manages shared architecture products across all projects administered by Business Architecture.
Coaches, trains and provides guidance to include the development of architecture standards and quality plans for the office of Business Architecture.
Advises and assists the lead health architect with managerial aspects of the office including planning, budgeting and architecture control mechanisms.
Works with lead architects to coordinate and participate in meetings, conferences, training sessions and other forums to facilitate communication and coordination with all stakeholders, the program office leads and supporting offices.
Serves as a critical member of each project team, acting in a supportive role to assist the project lead to ensure that teams are using Federal and VA compliant architecture management, policy, processes and procedures.
Ensures that development and deployment of resources are optimally managed and administered to produce the best architecture products on time and within budget.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 8:00am - 4:30pm. The work often requires long hours to meet project deadlines
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - A Selective Placement Factor (SPF) has been identified for this position. In addition to the SPF above, applicant must meet the specialized experience described below.
SPECIALIZED EXPERIENCE GS-12: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes: coordinating health architecture projects; monitoring compliance with architecture management standards, policies, and procedures; and communicating architectural project status with leadership.
SPECIALIZED EXPERIENCE GS-13: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. In addition to the specialized experience above for the lower grade, the GS-13 requires specialized experience managing, identifying, evaluating, and implementing architecture strategies, recommending problem/issue solutions; and providing training and guidance to include the development of architecture standards and quality plans.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: the work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from work site. Employee may carry light items such as papers, books, and portable computers, or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical or management crises resulting in sometimes highly stressful work situations.

Education
