This position is located in the Division of Planning, Evaluation, and Research (DPER, Office of Public Health Support (OPHS), Rockville, Maryland. Incumbent provides expertise and support for Agency-wide program evaluation and conducts analyses and prepares reports on evaluation and assessments of a complex national health care service delivery system. Incumbent reports directly to the Director, DPER.
Duties
Senior Analyst Duties: Serves as a senior analyst in developing, monitoring, implementing, and evaluating current or projected complex health programs involving governmental and non-governmental organizations from multiple sectors at the community, Tribal, State, national and/or international levels. Designs and oversees evaluation projects, including conceptualizing rigorous evaluations; developing statements of work; actively collaborating on all aspects of evaluations; drafting reports and briefings; monitoring evaluation contracts, progress, and deliverables; and engaging academic and other experts as needed as technical workgroup members. Designs, conducts, and prepares evaluative reports on new and existing initiatives and to recommend effective operations consistent with overall program objectives. Works with multiple agencies and IHS/Tribal/Urban (I/T/U) health programs on health program evaluation, and statistical concepts and complex projects; collects and interprets evidence to improve agency decision making and monitoring and revising of Agency Strategic and Operating Plans; and demonstrates expertise on evaluation and statistical concepts and projects.
Principle Advisor Duties: Serves as a principal advisor in developing and formulating short- and long-range health goals, objectives, and policies for program evaluation. Analyzes complex health policies, programs, and statistical standards to advise senior management on health policies, operations, products, and services. Coordinates activities and negotiates agreements that have far-reaching impact. Develops and applies new or revised program methods, organizational structures, and technologies to carry out program objectives.
Program Evaluation Process: Works independently or as team leader to prepare and present program evaluations, including
recommendations on curtailing or expanding programs and program effectiveness. Researches and prepares responses to inquiries received in writing or telephonically (e.g., Congressional briefing materials and responses.) Exercises responsibilities related to the initiation, administration, and/or close out of contracts, grants, and cooperative agreements. Provides technical advice and assistance in managing, and evaluating grants, cooperative agreements, contracts, and other awards. Leads an active program of communicating and networking with health research organizations and professionals in government, the academic community, research and evaluation organizations, and others to ensure the Agency is aware of relevant evaluation findings and activities and to elicit advice in developing approaches to Agency-wide program evaluation.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-13 level in the Federal obtained in either the private or public sector.
Qualifying examples of specialized experience, must include ALL, but is not limited to:
Experience serving as an analyst leading and/or managing the design and evaluation of projects using preferred frameworks, e.g., rapid evaluation methods for programs of varying complexity, CDC Framework for Program Evaluation in Public Health; developing statements of work and project schedules; monitoring evaluation contracts and deliverables; and drafting reports and briefings;
Experience integrating evaluation techniques/methodologies with routine program practice; interpreting data from evaluation activities to develop slide decks to influence audiences that have an impact on Agency operations and oversight (OMB, Congress, GAO, etc.); and
Experience using quantitative and/or quantitative methods to analyze data and communicate results with health research organizations, academia, federal agencies, and others, on issues related to the evaluation of health programs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
