This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of the Assistant Secretary for Employment and Training (OASET).
This position is inside the bargaining unit.
Duties
This is a career ladder position with full performance level to a GS-13. This position serves in a developmental capacity as a Program Analyst (Regional
Operations), GS-0343-12. Duties and responsibilities are essentially the same as the target position grade GS-13.
Processes grant-documents, reviews and analyzes grantee performance and conducts reviews to ensure compliance with all federal and program policies and regulations.
Conducts regular audits of work plans against grant management system records to prevent audit findings.
Provides assistance and training to agency stakeholders in the areas of application preparation, funding eligibility, and program implementation.
Analyzes new or proposed legislation, regulations, or policies to determine the impact on programs, operations, and/or management within a specific functional or well-defined program area.
Uses qualitative and quantitative analysis methods to analyze program-related data and identify and analyze program or policy issues using quantitative data.
Identifies data requirements for effective program evaluations; monitors program trends through analyses of statistical data; designs statistically valid surveys, questionnaires, and data analysis techniques to evaluate programs.
Evaluate, integrate, review, and develop Regional Office planning efforts in coordination and collaboration with ETA offices, DOL, federal and state governments, and other private sector entities.
Performs advanced evaluation of programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues.
Plans, manages, and completes special and recurring projects to include the formulation of the project methodology, identifying resources required to support the operational and analytical techniques for the accomplishment of program objectives.
Negotiates as necessary to gain acceptance of analyses and recommendations concerning proposed changes that
would significantly alter the assigned programs.
Establishes and maintains a continuous liaison with the staff, appropriate counterparts, and higher authority on all areas of responsibility.
Develops and provides briefings and reports to leadership and other stakeholders on the status of programs and operations, including justifying and defending proposals and resource needs to influence decisions and guidance.
Drafts, reviews and edits, written materials, which can include program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for senior-level managers' meetings (from informal to international), speeches, testimony, and proposals/justifications for decision-makers.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as the following, you must meet 3 out of 4.
Providing analysis of program management, policy issues, and identifying resolutions.
Interpreting grant program requirements, regulations, and policies to determine the impact on program operations.
Developing and presenting data analysis materials to audiences.
Providing assistance and training to stakeholders on grant application reviews and tracking compliance and program performance of grant awards.
