About the Position: This position supports the Operations Branch(J-3) within DHA, located in Falls Church, Virginia.

Duties
Serves as future operations planner and senior action officer in the J33 Future Operations Division.
Provides advice and guidance to the J3 on planning and policy issues that involve future operations.
Monitors and assists in development of emerging DHA concepts, doctrine, and procedures
Evaluates operating procedures, administrative controls, and report systems used by staff in order to develop or improve work processes.
Interprets requirements and recommends courses of action in accordance with plans, standing procedures, and policies.
Responsible for advising on, coordinating, leading, monitoring and tracking command-level planning activities related to future and ongoing planning activities.
Generates and promulgates APEX products such as Concepts of Operations (CONOPS), Planning Orders (PLANORD), Operations Orders (OPORD), and Execution Orders (EXORD).
Primary action officer for deliberate/crisis action planning, coordinating within the Headquarters, Service Components and Sub-unified commands, for Mission Analysis, Course of Action (COA) development, and Director’s Decision Briefings.
Develops input into DHA Concept Plans, Operational Plans, Campaign Plans, and Operations Orders.
Closely coordinates with DHA Directorates and Component Command counterparts in the production of plans and orders in support of CCMD missions.
Responsibilities include CONOPS development and approval, coordinates Requests for Forces (RFF), attends planning conferences, develops OPORDs/EXORDs, contributes to Assessment Working Groups
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position has been identified as drug testing within the DoD Civilian Drug Demand Reduction Program. Random drug testing is required for this position.

Specialized Experience: One year of specialized experience which includes assisting in the development and implementation of operational plans and/or policies; identifying policy shortfalls to make recommendations; and conducting assessments of short and long term planning to improve organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
