You will serve as a Contract Specialist in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Centers (FLCs) Contracting Departments of NAVSUP FLC PUGET SOUND.

Duties

You will monitor contractors performance for compliance with terms and conditions of contracts. You will perform pre-award functions for procurements involving complex contracts for supplies and services You will analyze contractor proposals to determine reasonableness, allowability, and allocability of costs You will monitor contractors performance for compliance with terms and conditions of contracts.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: To qualify for the GS-13 level :I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector having mastery knowledge and skill in contract negotiation techniques relating to the development of pre-negotiation strategy, supporting, presenting, and directing or performing pre-award and post-award negotiations involving contract changes or modifications. Expert knowledge and skill conducting management reviews on all aspects of acquisition functions that requires the knowledge of all of the following: 1) the small and disadvantaged business community, 2) small and disadvantaged business policies and regulations, 3) general business practices, operations, and structures, 4) the acquisition process regulations, and 5) systems, goods and services being acquired. Examples of specialized experience include: 1) Coordinate with technical subject matter experts and assists in the development of contractually acceptable specifications, statements of work/performance work statement, and quality assurance criteria; 2) Develop acquisition plans and formalizes the acquisition strategy to include a wide variety of issues such as funding, market research, delivery requirements, Government-furnished property, possible follow-on requirements or other contingencies; 3) Plan, coordinate and lead negotiation strategies with contractors during contract negotiations; 4) Perform contact administration to include incremental funding and price or cost analysis in order to prepare rate and cost adjustments; 5) Collect, record and evaluate performance, production and delivery data obtained in statistical, graphic and narrative form reflecting program objectives and status. To qualify for the GS-12 level :I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work. The work requires knowledge of procurements involving complex contracts for supplies and services; and knowledge of contract administration , pre-award, and cost price analysis . Specialized Experience must include the following: 1) Utilizing knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award, and contract price/cost analysis functions when the contract actions are not well defined or well precedented; 2) Demonstrating comprehensive knowledge of negotiation techniques in order to negotiate procurements of extensive services and complex equipment; 3) Planning, coordinating, and negotiating a variety of procurements pertaining to requirements essential to the organization's mission; 4) Providing administrative knowledge of business practices and market conditions in order to evaluate bid responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not well defined or well precedented; 5) Planning and carrying out pre-award, post-award, price/cost analysis, and staff functions that contain a variety of complexities. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
