This position serves as a program analyst in the Department of Veterans Affairs, Veterans Health Administration (VHA), Office of Integrity and Compliance (OIC), which is headquartered in Washington, DC. VHA's OIC provides internal oversight to assist VHA to manage and mitigate legal and regulatory risk; foster a culture of integrity; and implement a compliance framework.
Duties
This job announcement will remain open for 10 business days. The initial application review cut-off for this job announcement is 50 applications. Identifies and tracks the number of draft policies with oversight gaps at the national, regional, and local level for reporting to management and external oversight bodies.
Conducts research, analysis, and evaluation to develop an inventory of legal and regulatory authorities for VHA programs, in collaboration with the OIC internal controls team.
Identifies risks or deficiencies in reports which could be detrimental to the organization and advises management on what was found and how the issue might be resolved.
Assists with the development or recertification of national policies owned by OIC, and also provides input into draft national polices owned by other program offices.
Access data and create reports based on various criteria using available computer methods, with the ability to interpret the information, identify trends, summarize the findings, and develop sound conclusions and recommendations based on the results.
Develops standard operating procedures and techniques for conducting quality assurance reviews and provides technical guidance and consultation to OIC staff or other offices.
Reviews and analyzes high-level audit, investigation, and other oversight reports as well as executive correspondence at the discretion of OIC senior leadership to determine whether changes or corrections are needed prior to management approval and publication.
Conducts data collection, trend analysis, evaluation, and reporting to facilitate oversight by the VHA Audit, Risk and Compliance Committee (ARCC), VISN Field Advisory Council, OIC management, and external oversight bodies.
Written communication skills with the ability to write persuasive, accurate, and grammatically correct letters, memoranda, email, operating procedures, directives, handbooks, and guidance that is compliant with VA standards.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience Requirement: Have 1 year of specialized experience equivalent to at least GS-12 in the normal line of progression for the occupation which includes the following examples. In order to meet the minimum qualifications for this position, you must meet 3 of 5 of the following examples of specialized experience.
VA healthcare operations or an equivalent knowledge of VHA healthcare management principles and processes
Application of office tools such as WORD, Excel, PowerPoint, Outlook, and Microsoft Teams
Creating accurate, grammatically correct, and persuasive written documents (such as reports, memos, policies, or procedures)
Editing documents created by others to ensure technical accuracy and internal consistency
Interpreting information, identifying trends, summarizing findings, and developing sound conclusions

Physical Requirements: The work is primarily sedentary but there may be some walking, standing, bending, reaching, or carrying
