This position is located in the Bureau of Consular Affairs, Strategic Planning & Policy Division in the Office of the Comptroller for Consular Affairs.
As a Lead Management Analyst you will oversee the financial aspects of consular fee setting for revenues included in the Consular & Border Security Programs in support of enhanced border security and protection of U.S. citizens domestically & internationally. Serve as team leader to provide coaching & assistance with the completion of tasks.
Duties
Lead ongoing reviews of the reliability, validity, and integrity of data sources to detect possible issues impacting the cost of service modeling process as well as identifying opportunities to make improvements.
Represent the Department at high-level, inter-department, and interagency meetings to share information regarding the Bureau’s cost of service modeling processes associated fees. (e.g. : White House Office of Management and Budget)
Serve as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.
Provides advice, guidance, and assistance to program performance managers in identifying systemic issues.
Research, analyze, examine, and evaluate critical information derived from the cost of service modeling process in order to assist the Assistant Secretary for Consular Affairs and other senior Bureau and Departmental leadership.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the grade level to which you are applying:
Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties:
Explaining cost of service modeling process to stakeholders, staff, or senior leadership;
Collaborating with teams to coordinate activities in support of an organization's mission;
Conducting studies to evaluate the effectiveness and efficiency of program planning and policy development processes;
Presenting and defending fee setting recommendations to senior leaders at briefings; and
Assisting employees to ensure timely delivery of quality work products and services.
There is no education substitute for specialized experience at the GS-14 level.
