Duties
Keeps the respective Division Chief/Deputy Division Chief informed of the Integrated Supplier Team (IST) performance, initiatives and issues affecting the team's performance;
such as workload volume, personnel, training, systems access, supplier, supplier relationship management or internal/external customers.
Plans, organizes, directs, coordinates, integrates and oversees the work of a staff of functional specialists and support personnel responsible for accomplishing a wide range of enterprise acquisition and logistics management functions;
which involve contracting, supply planning, technical, and quality assurance processes.
Develops strategies to support, achieve, and exceed Directorate initiatives affecting Supplier Operations.
Monitors the collection, consolidation and analysis of metrics and data used to inform operating officials on the viability, effectiveness and efficiency of Team programs.
Assures that plans, policies and procedures reflect proper consideration of Directorate initiatives and management control systems, and develops;
presents and promulgates recommendations for changes in/enhancements to programs to improve customer service and satisfaction.
Serves as a contracting officer for amounts above the warrant limitations of subordinate employees. Reviews proposed solicitations and awards.
As required, leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where subordinates cannot reach agreement.
Oversees acquisition functions relating to complex, higher dollar value procurements that are unusual, unique, non-routine or otherwise difficult to accomplish;
including acquisition planning, solicitation, evaluation and cost and price analysis, negotiations, contract administration, and contract award.
Conducts line- by-line evaluation and negotiation on complex procurements.

Qualifications
To qualify for a Supervisory Integrated Acquisition/Supply Team Chief your resume and supporting documentation must support:
A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 and Contracting Officer Basic Requirements above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Participating in the development of strategies to support, achieve, and exceed Directorate initiatives affecting Supplier Operations.
Performing acquisition and supply management processes to procure centrally- managed items for requirements that support the worldwide needs of the military services, civilian agencies, or foreign governments.
Researching and implementing Federal acquisition laws, regulations, policies, methods and procedures.
Leading a team of any discipline (contracting, supply planning, quality assurance processes, etc.) to accomplish metrics and goals provided by higher authority.
Procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
