Duties

Serves as the Director of the Strategic Acquisition Program Directorate (SAPD), which is subdivided into organizational units performing complex procurement, acquisition, technical, and administrative work. Serves as the principal advisor and assistant to the Commander in directing Strategic Acquisition Programs. Responsible for management, leadership, direction, oversight, and the effective development, implementation, and adequacy of policies, processes and procedures for long-term contracting activities. Develops program policies, resolves critical problems or issues related to policy implementation, and coordinates major program functions associated operational contracting functions, supporting broad strategic initiatives and objectives. Serves as a long-term acquisition programs expert who is recognized as a technical authority. Develops Strategic Sourcing Plan providing acquisition and procurement of critical items, supplies and services supporting weapons systems, troops, equipment, and facilities supporting the Defense Logistics Agency customers and war fighter objectives Manages and implements Supplier Relationships and coordinating the efforts of DLA, the military services, and other Department of Defense (DoD) elements; Develops customer support strategies implemented through a variety of appropriate long-term contracting arrangements and contracting instruments.

Qualifications

To qualify for a Supervisory Strategic Sourcing Chief, your resume and supporting documentation must support: A. Critical Acquisition Position (CAP) Requirement: 4 years of acquisition experience. B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-15 level, applicants must possess one year of specialized experience at the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directing and managing an organization responsible for executing Long Term strategic plans and/or contracting instruments. Experience in acquisition planning, solicitation, evaluation and analysis, negotiations, contract award, and contract management functions such as amendments and modifications. Experience in pre-award and post award functions for a wide variety of highly complex contracts including those with special business arrangements that must be tailored to each corporation and coordinated with other locations for implementation. Planning, developing, and monitoring supplier business and working relationships, key performance indicators, strategic alliances, and collaborative partnerships of major corporate entities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
