Duties
Serves as the Chief of the Supplier Operations Division in the Supplier Operations Directorate.
Provides acquisition and logistics support to authorized activities for assigned commodities developing and implementing innovative supply support solutions.
Develops acquisition strategy to administer each unique acquisition initiative, including specific product lines and production capability; unique weapons system platforms, including contract type and milestones.
Ensures acquisition plans are in full compliance with contracting regulations and related Department of Defense (DoD) standards.
Determines all actions related to performance of the contract; coordinates all logistics support for the programs, establishes milestones and schedules for the logistics efforts and for contract terminations.
Develops contract quality assurance requirements and performs the full range (cradle to grave) of identified functions for assigned items.

Qualifications
To qualify for a Supervisory Supplier Operations Division Chief your resume and supporting documentation must support:
A. Basic AT&L Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic AT&L Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Interpreting Federal and Agency contracting laws and regulations applicable to centralized acquisitions of commodity and service requirements.
Understanding contract requirements, commercial business and industry practices, trends, cost factors and market conditions to determine acquisition descriptions and evaluate bid responsiveness, contractor responsibility and performance.
Analyzing proposals for conformance with the solicitation, and performing cost or price analysis, including review of cost breakdowns to determine reasonableness.
Interpreting contract provisions and negotiating contract provisions.
Working with firm-fixed price and fixed price with escalations or other incentives, indefinite delivery contracts, basic ordering agreement and delivery orders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
About the Position:This is an Acquisition, Technology & Logistics (AT&L) Workforce Critical Acquisition Position (CAP) in the Contracting Career Field. Only candidates who meet the requirements for Acquisition Corps membership will be placed into the position unless a waiver of Corps membership is approved. The Selectee for this position will be required to sign a written agreement to remain in this critical acquisition position for a minimum of 3 years. The incumbent will be required to become certified at Level III in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation criteria.

Substitution of education may not be used in lieu of specialized experience for this grade level.
