This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations with the position serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center-based utilization review, data validation and customer service.

Duties

Serves as the Medical Center manager and subject matter expert for revenue-related issues from both CPAC and Medical Center staff. As Facility Revenue Manager, directly supervises GS-07 and/or GS-06 employees. Responsible for coordination and management of the daily operations of revenue functions at his/her assigned medical center. Advises and consults with counterparts and/or officials with higher and broader authority concerning problems involving work in the revenue program, education, training needs for staff. Directs and coordinates the activities of all CPAC personnel assigned at the station i.e. planning and organizing work assignments, keeping employees informed of management, national goals and objectives. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Compressed schedule may be available, pending organizational need Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . 1) Providing revenue utilization review support and address revenue reported issues. 2) Developing and implementing programs to effectively manage patient accounts, identifying potential billable cases, and optimize collections. 3) Performing auditing duties associated with either financial or operational audits of the revenue program and reviews the program's degree of compliance with sound fiscal internal control and quality management. 4) Preparing reports from a variety of sources to identify problem areas and provide recommendations for improvement in those areas. 5) Performing revenue data validation functions such as filtering processes to determine billable encounters, tort feasor/workers compensation, repetitive services, prosthetics, service-connected or non-service connected determination OR, Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. For GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position..
