This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Hampton VA Medical Center in Hampton, Virginia, in the Fiscal Service (Employee Accounts Section). The incumbent serves as the Supervisory Financial Administration Specialist responsible for managing, planning, and organizing the operations of all employee travel, and budgetary data extracts.

Duties

MAJOR DUTIES AND RESPONSIBILITIES Include, but not limited to: Supervises and monitors work of subordinates in the Employee Accounts Section (Payroll and Employee Travel) of Fiscal Services, ensuring deadlines are met and all work is completed in a timely and accurate manner. Spot checks work for technical soundness and conformity to agency policies and requirements through a review of statement and reports or through other control mechanisms. Provides guidance on procedures and policy and acts as a reference point for the most complex and unusual payroll and travel cases and questions. Analyzes and improves the effectiveness of work methods and procedures, staff utilization, distribution of work assignments, and similar staff functions. Plans, organizes, and communicates priorities to subordinates and assure high standards of Service Excellence and maintains commitment to Equal Opportunity Program and Continuous Performance Improvement for the program; conducts morning "Huddle" with Payroll staff, reviewing Employee Account and Travel related issues, and discuss schedule overview. Observes work performance, conducts work performance evaluations, approves leave, plans formal and informal trainings, resolves informal complaints and grievances. The incumbent possesses outstanding professional customer service skills and very skillful in working with irate customers on pay related issues. Analyzes Timekeeper posting, ensuring the appropriate premium codes are included to entitled employees. Provides general budgetary guidance and advice and suggests techniques for handling unusual or nonrecurring situations which have no clear precedents. Conducts financial management reviews relative to employee account records, audit projects, and routine pay problems/issues encountered across management functional lines in efforts to reduce and or eliminate identified issues based on findings. Reviews pay records, and researches source materials to obtain required data, identifies and resolves inconsistencies to ensure accuracy and adequacy of information; such as DFAS, VATAS, FMS, and other current systems as applicable. Develops and disseminates information and instructions to ensure uniform interpretation and application of Pay regulations and procedures throughout the VAMC. Establish procedures for revising, improving, or correcting the processing of civilian pay documents. Provides administrative management analysis and technical expertise for payroll and employee travel related matters to the Chief Accountant, and to top management at the VAMC. The incumbent is accountable for managing the entire Employee Vendorization Program for the Medical Center. Ensures the proper transfer of funding from suspense accounts into the applicable appropriations. Audit the records of TR coding transactions to verify accuracy and timeliness. Provides verification of employee vendorization; ensures employees are contacted in efforts to gather and submit required PII information to be forwarded to Financial Services Center. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing, planning, and organizing the operations of all civilian pay technicians and lead civilian pay technicians in a Payroll Unit. Supervises and monitors work of subordinates in a payroll unit, ensuring deadlines are met and all work is completed in a timely and accurate manner. Manages and oversees civilian payroll activities and functions. Provides expert guidance on procedures and policy and acts as a reference point for the most complex payroll cases and questions. Analyzes and improves the effectiveness of work methods and procedures, staff utilization, distribution of work assignments, and similar staff functions. Applies a wide range of Payroll and Accounting concepts, laws, policies, practices, analytical and diagnostic methods and techniques Understands pertinent areas of payroll policy, regulations, processes, procedures. Understanding and application of pay and leave administration, cost account, receivables management, employee billing and waiver rights, as well as benefits administration. Provides financial payroll advice and performs financial assistance work. Advises on and/or performs professional financial accounting duties. Develops accounting and payroll procedures and resolves technical problems in executing a computerized, integrated accounting/payroll/HR system. Develops analytical and auditing approaches necessary to evaluate trends or anomalies. Knowledge of budget rules, regulations, and policies related to suspense accounts and finance management. Establish and maintain effective relationships with and gain the cooperation of various levels of management within an organization. ~OR~ Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field related to this position or LL.B or J.D., if related. (Transcripts required). ~OR~ Combination: Must possess a combination of specialized experience as described in A and graduate education as described in B that, when combined, equals 100% of the total requirement. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Incumbent may carry light items or drive a motor vehicle. The work does not require any special physical effort.
