You will serve as Principal deputy to the Chief Financial Officer. Leads the day-to-day operations of a complex organization and shares responsibility in budget formulation and execution, program analysis, financial management, internal controls, and advanced analytics/automation for the Center. Supports the Enterprise and Agency's Strategic Plans and initiatives. Develops the Center's long and short-range strategic and tactical OCFO goals, objectives, and change management strategies.
Duties
Leads a management team and staff that utilize accounting and budget systems in support of the agency's and center's programs/projects and mission enabling functions.
Advises senior level managers and external stakeholders/customers across Langley Research Center and NASA's OCFO Enterprise to address and resolve resources, project planning and control, and financial management problems and issues.
Develops strategy, standards, policy, and procedures for improvements to current financial systems and processes in alignment with center, agency and federal guidelines and policies.
Creates and presents reports, providing findings and recommendations to advise senior level OCFO Enterprise and Langley Research Center officials on the direction and allocation of resources for various Agency budget decisions.
Supports the development and execution of short and long-term organizational goals for the Langley OCFO and the OCFO Enterprise. Supports employee professional development growth and activities.
Provides strategic direction regarding the development of automation tools to enhance the efficiency and analytical capabilities of the OCFO community. Identifies opportunities to share such tools Agency-wide and throughout the Center.
Leads specialized Agency, Center, and CFO-specific teams to establish and define OCFO policy and procedures, consistent with the Center and Agency guidelines and other Agency or government-wide initiatives.
Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
collaborating with multiple agency programs while serving as a senior expert or consultant to agency management officials;
strategizing and providing advice on Agency and Center financial, budget formulation and execution, programmatic performance, and system and cost matters; and
leading a team or organization to perform budget formulation and budget execution for the center/enterprise.
