It is a non-partisan/non-advocacy institution supported by both public & private funds.
Duties
The duties listed above are generally written for one grade level; however, this is a career ladder position with full performance level (FPL) of a GS-1640-12.
Qualifications
Specialized Experience: You must possess at least one year of specialized experience, equivalent to the GS-09 level in the Federal service, (obtained in either the public or private sectors). To qualify for the position of Lead Facilities Operations Specialist, (GS-1640-11 - full performance level GS-12), you must meet or possess the required education, training and/or specialized experience specific to this series and grade. You must demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.
BASIC EDUCATION OR TRAINING: Possess a Ph.D. or equivalent doctoral degree with Major Study- engineering, industrial arts, property management, or business administration which is related to the work of this position OR three full academic years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields engineering, industrial arts, property management, or business administration which is related to the work of this position, or a closely related field,

SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal service. At a minimum, specialized experience in preparing plans or specifications for alterations/repairs on facility operations, identify or recommend appropriate funding sources on facility maintenance or operations and reviewing contract requirements to ensure specifications regarding facility maintenance issues are completed. Developing solutions to correct facility deficiencies to include initial planning and/or managing project milestone execution; and documenting repairs and maintenance projects; must have led the following, (space assignments, office relocations/modifications, furniture acquisition). Conduct regular building/facility safety inspections and conduct/coordinate OSHA briefings and training; Monitor and correct safety-related issues affecting facilities; Analyze and assess any facility emergencies and safety issues.

TIME-IN-GRADE REQUIREMENTS: Must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level.
(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade if you are a current permanent Federal employee. No award SF-50 will be accepted).
