This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Asst. Director, Facilities Management Division. The Supervisory Facility Manager for Capitol Police Buildings & Grounds (CPBG) provides assistance with space acquisition, contract administration, lease management, property management, operation and maintenance of multiple facilities occupied by the United States Capitol Police (USCP), which are located within the U.S. Capitol Complex.

Duties

The Supervisory Facility Manager has significant authority in managing and overseeing the facility portfolio consists of the USCP Headquarters Building, Vehicle Maintenance Division & Hazardous Device Unit facility, Offsite Delivery Facility and warehouse, K-9 facility, Chemical/Explosive Storage facility, as well as facilities and equipment associated with perimeter security and lease facilities in support of USCP operations. *Must be able to obtain and maintain a Top-Secret Clearance.*

In addition to meeting the Individual Occupation Requirement, your resume must clearly demonstrate the required specialized experience as described below. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:  (1) Coordinating medium to long range facilities management projects from pre-conception through contracting, design, market analysis, sourcing mechanism, procurement and execution. Planning and executing substantial budgets and oversees contractors and contract management and administration. (2) Assessing conditions, current needs and future requirements for facilities, roads, grounds, infrastructure and historic assets. Researching and analyzing long-range needs and critical problems and develops plans for responsive programming to ensure the efficiency and effectiveness of all facility operations. (3) Serving as the expert and oversees all aspects of facility life cycle management, including maintenance, planning, design, construction, renovation and program management. (4) Exercising core competencies to include contract development and management; change management/integration, scope management, time/schedule, team management, cost management, quality management, risk management and communication management.  To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:  (1) Performing administrative and technical supervision of subordinate staff in the performance of facility management and repair work to include staffing levels, performance management, training and development and organization and position management;  (2) Managing and directing technical contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract; and (3) Preparing, justifying, and administering a significant facilities management program budget for review by Executive level leadership. (4) Serving as a Contracting Officer's Technical Representative (COTR) or equivalent.

Education

In addition to meeting the specialized experience requirements for this position, applicants must possess the following:

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

OR

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
