Duties
The selectee will serve as a Supervisory Management and Program Analyst (Deputy Chief Strategy Officer) in the Office of Strategy, Planning and Innovation, as the Deputy Chief Strategy Officer - Innovation and Evaluation, Office of Strategy, Planning, and Innovation. Typical work assignments include:
Managing a variety of analytical studies and ad hoc reviews to evaluate programs, policies, practices, organizational structures, and processes to deliver evidence-based recommendations and solutions to challenges faced by the agency.
Overseeing numerous complex and high-priority special assignments involving extensive research and program improvements on a variety of high-level subjects of critical importance to executive staff. Supplying top leadership with relevant information for decision-making on extremely delicate and potentially contentious matters by offering advice on the necessary types of background information and data, levels of coordination and consultation, etc.
Directing the work of employees engaged in professional, mission support work. Coordinates the work of analysts to accomplish several phases of complex assignments, studies, and projects concurrently or sequentially.
Advising the Chief Strategy Officer (CSO) and collaborates with OSP management officials and senior officials of the Secret Service. Consults and participates in meetings with other management officials of the Department, other agencies, and external stakeholders, as appropriate.

Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:
You qualify for the GS-15 level (starting salary $163,964.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as:
Preparing comprehensive recommendations regarding the development and/or modification of program policies and procedures to enhance operational effectiveness
Provide technical guidance and advice to analysts performing program evaluation and innovation activities
Perform strategic planning management processes to prepare long range (5 year) and short-range planning guidance to enhance operational efficiency
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
