The NNSA Management and Budget team provides timely, cost-effective, and efficient administrative and financial support for NNSA Headquarters staff. The team designs and administers the corporate planning, programming, budgeting, and evaluation (PPBE) system, including supporting cost estimations and analysis of alternatives.
Duties
As a Budget Analyst, you will:
Develop and/or review guidance and templates supporting PPBE Phases. Review, analyze, consolidate, and provide feedback on input received. Develop, review, analyze, and maintain statistical data in support of all phases of PPBE. Respond to requests for information from NNSA leadership, or other stakeholders such as CFO, OMB, GAO or Congressional staff. Seek process improvements in the way data is collected and analyzed.
Perform budget formulation and execution activities including responses to formal budget calls; review funding requests and program execution documents to ensure adequacy of budget resources in accordance with Federal Appropriations Law and contractual ceiling and statutory limitations.
Routinely perform financial analyses of ongoing activities for NNSA programs to identify problems and propose solutions in program execution; to respond to external stakeholders such as CFO, OMB, GAO or Congressional staff; or to develop justifications for carryover funding.
Conduct and participate in major studies to assess future alternatives for NNSA programs, or PPBE products or processes. Recommend specific direction to top DOE/NNSA management officials, and provides input to the development of systems, methods, and procedures in response to changing financial requirements. Provide analysis and develop solutions for emergent issues throughout the fiscal year including the development and execution of reprogramming actions as necessary. Develop and/or review reports to Congress in response to inquiries and legislative requirements.
Develop, research, interpret and apply broad policy guidance, provides expert advice and formulate viable solutions and recommendation for senior managers concerning the applicability, impact and application of the full range of budget activities, policies, and other applicable laws and regulations for decision making purposes. Coordinate closely with the Office of Congressional Affairs on budget justification matters, including appropriations and authorization hearing process, testimony, questions and answers, markups and appeals, and interface with DOE CFO and other entities.
Serve as the lead coordinator and financial analyst for NNSA's contributions to the DOE Working Capital Fund (WCF). This includes serving on the DOE WCF Operations Council, working groups, and representing NNSA leadership as needed. Briefs senior leadership on WCF issues and attends WCF Board meetings to provide information and request direction for upcoming votes. Coordinate with other MB offices on funding shares of the WCF business lines as well as any significant changes in costs or pricing methodology.
Serve as senior expert in the NNSA PPBE process. Participate in all phases of PPBE, including attending meetings and program reviews with senior Federal program managers, Congressional staff, the OMB, and high-level management and operating contractors to support NNSA positions on controversial budgetary and financial issues. Provide authoritative advice on the appropriateness of planned programmatic decisions in terms of effective utilization of resources to achieve NNSA objectives. Prepare and deliver senior-level briefings and/or position papers for audiences that include top management throughout DOE/NNSA (including presidential appointees and advisors), and external entities such as the OMB, GAO, Congressional staff.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03/NN-04, or GS-14. Specialized experience for this position is defined as: Experience managing the Federal budget cycle in compliance with Federal and agency mission requirements for formulating and executing resources. Developing and coordinating budget deliverables for the Federal budget process with program, functional, and field elements. Experience with budget formulation and execution, budget laws and regulations, independently performing budget formulation, execution, and oversight activities; identifying, analyzing, and resolving complex financial/budgetary problems; and researching, interpreting and applying applicable budget laws and regulations.
