This position is located in the Community Recreation Division, of the Morale, Welfare and Recreation (MWR) Department on NAS Key West, FL. The primary purpose of this position is to provide support to the Installation Program Director through the day-to-day management of the Community Recreation Division. The goal is to provide a wide variety of recreation programs and opportunities while ensuring program and financial standards and goals are met.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.
- Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Selective Service Registration is required for males born after 12/31/1959.
- Subject to recall regularly.
- Must be able to obtain and maintain First Aid and CPR certifications.
Qualifications

Three years of specialized experience directly related to the duties described below. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Possesses comprehensive knowledge of recreation policies, requirements, administrative practices and procedures relating to the planning, budgeting, scheduling, and coordinating of recreational programs and the efficient operation and utilization of facilities and equipment.
Must be capable of organizing and operating several facilities/programs simultaneously
Must possess skill in negotiating program issues and operational requirements with patrons and personnel inside and outside the local installation and community organizations.
Must have knowledge of general business principles for financial planning/reporting and of the Department of the Navy budget process methods for APF and NAF funds to ensure optimum use of resources. Ability to plan, present, and execute budgets and to analyze impact on programs and to forecast long term funding requirements.
Knowledge of business principles and personnel management.
Ability to communicate and clarify the application of the department's policies to employees and management personnel.
Ability to develop, explain, justify, persuade and deal with a wide range of problems and with people of diverse backgrounds.
Demonstrated ability to manage various functions through a subordinate staff.
Ability to communicate proficiently both orally and in writing.

Education
A four-year undergraduate degree in Recreation is required.
OR
Three years of experience in Recreation showing progressive responsibilities. (for example: Recreation Aid, NF-0189-01 to Recreation Assistant, NF-0189-02 to Recreation Specialist, NF-0188-03)
