The incumbent serves as the Morale, Welfare and Recreation Business Activity Manager. This position has the responsibility for managing through subordinates Vacation Rentals, Campgrounds, Marina's, Food & Beverage and Maintenance programs by formulating instructions and directives necessary to operate a fluid, profit generating business activity with a fluctuating customer base.
Duties
Applies financial oversight for the business activity, NAF (GPC) Government Purchase Card Program, Fleet fuel card, fixed assets, and resale inventories.
Provides technical guidance and administrative oversight over professional, technical, skilled and unskilled employees utilizing direct and/or indirect supervision of subordinate supervisors and employees.
Develops and executes business plans, financial reports, grants and financial data calls.
Analyzes budget execution to ensure maximum benefit is received from financial resources without sacrificing efficiency or violating established resource management system procedures.
Develops and monitors quality control procedures for business activity operations. Monitors revenue and expenditures, inventory ceilings, cost of goods sold, labor and net income percentages.
Formulates and maintains a system of internal management controls for funds, assets and facilities.
Ensures adequate staffing, effective training and appropriate supervision is maintained throughout and in compliance with established personnel administration in order to meet mission requirements.
Assigns work, defines priorities, selects and recommends applicants for hire, evaluates performance, recommends pay adjustments/awards, provides or recommends training, approves and/or disapproves leave requests, initiates corrective actions, and recommends formal corrective/disciplinary actions as warranted.

Ensures facilities are well-maintained and appeal to the needs of the varied clientele and that they are operated in a cost effective manner.
Aggressively works towards the achievement of meeting program standards and achieving accreditation status.
Manage supervisory aspects with regard to staff and volunteers including requesting overtime, time off work, coaching, training, developing and mentoring.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
- A valid State driver's license is required to operate motor vehicles.
- Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Selective Service Registration is required for males born after 12/31/1959.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Extensive knowledge of MWR mission, vision, functions.
Ability to develop a thorough understanding of the MWR Director's philosophies, priorities, preferences, and objectives in order to conduct in-depth, comprehensive analysis relating to actions, projects, and programs; provide recommendations; and make decisions from an overall manager's standpoint.
Knowledge of the goals, principles and techniques of recreation program delivery.
Knowledge and skill in applying analytical and evaluative methods and techniques.
Ability to plan, conduct and document a variety of comprehensive studies and reports.
Knowledge of effective group relationships and interpersonal skills.
Ability to deal with a variety of people in structured and unstructured situations.
Ability to define develops, discuss, and coordinate difficult problems, tactfully and with much flexibility.
Skill in written and oral communication to provide information papers, documentation of analysis, reports, and correspondence, and to participate in briefings, conferences, and operational meetings.
