This position is located within the Technology Solutions Office (TSO) of the Department of Technology Services (DTS). The position reports directly to the Deputy Chief Technology Officer. As an IT Specialist (Technology Solutions Security Staff Chief) the incumbent is a recognized IT security expert within the Judiciary with a strong background and a proven record of successfully leading security engineering and policy compliance activities.
Duties
The incumbent of this position will lead and supervise federal and contractor cybersecurity professionals to ensure compliance and provide security engineering support in all TSO-led initiatives, coordinate with TSO engineers and the IT Security Office to respond to cyber events and incidents, as well as continuously enhance the security posture of TSO.
The incumbent of this position will also manage a TSO internal program to train, mentor, and develop cyber skills and proficiencies within TSO staff to strengthen cyber capabilities, capacity, and talent across the office.
Duties of the position include, but are not limited to the following:
Serving as the TSO Information Security Officer (ISO) and supervising both federal and contractor staff in support of all TSO cybersecurity compliance and engineering activities.
Providing centralized security engineering and compliance support throughout the entire life cycle of TSO-led activities.
Ensuring all TSO-led activities satisfy the Judiciary Information Security Framework (JISF) framework. Providing regular risk assessment and continuous monitoring scoring updates of TSO systems to TSO senior management.
Ensuring security requirements necessary to protect the judiciary's mission and business processes are adequately addressed in all aspects of enterprise architecture including reference models and solution architectures, as well as the resulting systems supporting those missions and business processes.
Ensuring the confidentiality, integrity, and availability of systems, networks, and data. Creating, promoting, and adhering to standardized, repeatable processes for the delivery of security engineering services for all TSO-led initiatives.
Providing technical expertise to TSO in the procurement phase regarding security related technical evaluation criteria for new procurements.
Managing a TSO internal program to train, mentor, and develop cyber skills and proficiencies within TSO staff to strengthen cyber capabilities, capacity, and talent across the office.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as a lead or manager performing security engineering and compliance activities.
