You will serve as a Management & Program Analyst for the Oceanographer and Navigator of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties
You will serve as Data Principal Assistant within the Oceanography, and Navigation Division.
You will execute policy and requirements officer activities, as well as engagements to implement Presidential, DoD, and Navy policies and directives.
You will serve as the Functional Area Manager for Naval Oceanography data.
You will provide leadership and oversight on data policy issues affecting data management across the Naval Oceanography enterprise.
You will maintain and update the Naval Oceanography enterprise (NOe) Data Governance Board instruction and serve as the Executive Director of the NOe Data Governance Board.
You will coordinate, review, and make recommendations to study board reports, technology assessments, capabilities requirements, initial capabilities documents, capabilities development documents, etc., related to METOC data.
You will support Technology Branch (efforts).
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a knowledge of the Naval Meteorology, Navigation, and Oceanography mission, functions, goals, programs, organizational and operational interfaces. You should have a basic knowledge of weather analysis and forecasting, physical oceanography and ocean analysis and forecasting. Specialized experience must demonstrate the following: 1) Researching, analyzing and formulating data management policy proposals for Naval Oceanography while providing leadership and oversight across the organization; 2) Using data management practices, building an inventory of data assets/sources and organizing a data catalog; 3) Familiarity with DOD missions, operations, weapons and sensor systems, and the Joint requirements and acquisitions process; 4) Using a knowledge of data and system architecture evaluation and/or creation; and 5) Applying a basic knowledge of positioning, navigation, and timing.
