This position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Division of Risk Adjustment Operations (DRAO). As a Supervisory Health Insurance Specialist (Deputy Division Director), GS-0107-14, you will be responsible for leading the development and implementation of financial management programs set forth in the Affordable Care Act (ACA), specifically the risk adjustment program.

Duties

Manages analytical studies and projects, supervises the preparation of reports and documentation, and provides leadership input regarding risk adjustment program operations. Leads the development, implementation, and execution of the policy, as well as operational and business requirements related to risk adjustment in the private insurance market. Maintains continuous liaison with applicable stakeholders, other divisions, and groups within CCIIO, the Center for Medicare, OFM, CPI, the Office of General Counsel, and the Department of Justice. Maintains effective employee communications, relations and reviews work performance to ensure successful goal implementation.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Serve as a technical advisor or subject matter expert responsible for risk adjustment operations, such as risk adjustment data validation or payment transfer calculation operations.; 2) Implement national health insurance programs, such as the Affordable Care Act (ACA) risk adjustment program, using analytical skills and abilities when planning, developing, or evaluating the operation and delivery of these programs to the public.; AND 3) Represent the organization in the health care community to include audiences such as issuers, government officials, contractors, attorneys and other health policy advocates through written materials and oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
