This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Deputy Project Manager Acquisition) position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Sensors Aerial Prod Director TENCAP, located at Alexandria, Virginia.
Duties
Serves as a Supervisory Deputy Project Manager (DPM) and responsible management official providing overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of assigned programs.
Coordinate, integrate, lead, and directly control the efforts associated with assigned program.
Utilize a high degree of managerial and technical knowledge as well as a thorough knowledge of functional activities and the defense acquisition process required for effective management of assigned programs.
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability, and oversight.
Serves as advisor to officials with broader and higher responsibilities on status of project, progress made, projected plans, and problems.
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position is subject to a pre-employment drug screening, and random testing thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

Specialized experience is defined as performing duties which include: 1) managing responsibility for cost, schedule, performance, and risk within a defense acquisition program; 2) directing the work of highly technical scientists, systems engineers, logisticians, and software/hardware integrators; and 3) performing the full range of administrative and technical supervisory duties of Government civilians to include assigning and supervising work, managing performance, hiring, and guiding professional development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
