Duties
To further enable NSF investments in research, innovation, and education, the Strategic Partnerships Hub (SPH) within the Directorate for Technology, Innovation and Partnerships (TIP) serves as a central resource to catalyze and scale public and private partnerships agency-wide. Specifically, the SPH provides expertise and support to NSF's directorates and offices to build partnerships, along with co-funding to strategically advance high-impact relationships that will deepen and further NSF's mission across all areas of science, engineering, and education. The SPH will help these partnerships expand the reach of, and exponentially increase the return on, NSF's investments across all of its directorates and offices.
NSF's partnerships unite broad and diverse communities and coalitions in the pursuit of discovery and innovation by leveraging the individual and unique experiences and strengths of government, industry, academia, philanthropy, civil society, and investors to motivate the understanding of research problems and iteratively pilot research-based solutions through codesign. In addition to advancing the Nation's research enterprise, partnerships nurture STEM talent by focusing on the engagement of populations long underrepresented in STEM, along with broad organizational changes (e.g., at institutions of higher education) and the inclusion of diverse institution types such as minority-serving institutions. Partnerships also advance testbeds and other infrastructure critical to furthering the research and education enterprise.
The SPH Director serves as a member of the leadership team for TIP, and as one of the Foundation's principal advocates for and experts in partnerships between government, industry, and non-profits, will support the agency by establishing, maintaining, and coordinating external relationships with other government agencies, industry, non-profits, and academia for the purpose of partnering with those organizations where there is a shared vision and objectives. The Director leads the management of office activities, with emphasis on the provision of partnerships leadership and broad technical expertise, as well as close and effective liaison with NSF's directorates and offices in the implementation of ongoing and new partnerships activities. This includes: strategic partnerships planning and direction; SPH budget preparation and execution; provision of partnerships expertise across the range of the NSF's activities; representation and outreach of the agency's partnerships programs and interests to senior officials elsewhere in the government, in academia, industry, and non-profits; coordination of partnerships activities across NSF organizations; and leadership on both a policy and a technical level on partnerships issues, policies, and processes for all of NSF. The Director works closely with the Assistant Director and Deputy Assistant Director for TIP and other members of the TIP leadership team.
Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as "ineligible."
1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.
Essential
1. Broad understanding of sectors, such as government, industry, nonprofits/foundations, and venture capital, where research and education in science and engineering is supported or conducted, or where access to research infrastructure is enabled.
2. Demonstrated experience in catalyzing partnerships across sectors including government, academia, industry, nonprofits/philanthropic foundations, and/or venture capital, in support of the development and growth of use-inspired and translational research and/or innovation, workforce development, and research infrastructure.
3. Expert skill in leading public/private sector collaboration initiatives and/or projects, maintaining effective working relationships with representatives of associations, corporations, non-government organizations, and international partners, as well as Federal, state, local, and tribal agencies in order to obtain cooperation, create and maintain partnerships, obtain views and maximize effectiveness of relationships.
Desired
1. MBA or advanced degree preferred (i.e., Master's or higher) or demonstrated education and executive experience in industry, philanthropy, and/or academia, preferably in scientific disciplines.
When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
Applicants who do not provide narrative statements addressing both the ECQ and MTQ qualifications will be rated as ineligible.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
