Duties

Within guidelines established by the Director of the National Science Foundation, establishes policies and provides strategic advice to NSF leadership with a broad policy-level advice, assistance and support on a wide range of scientific and policy matters relevant to the mission of the Foundation in the content of global science leadership, partnerships, and opportunities. The Office facilitates the coordination and integration of international science and engineering programs and activities throughout NSF and with other agencies, domestic and international. It also manages a range of international programs and activities that are responsive to promising opportunities presented by the global science and engineering research and education enterprise. The Office also has primary responsibility for the coordination of NSF's formal science and engineering relations with countries throughout the world. OISE facilitates NSF participation in and/or support for providing general information, trends, advice and guidance about the global science and engineering enterprise to NSF management and other NSF organizational units, and for assisting in the development and implementation of NSF strategies that enable the development of a globally engaged workforce. OISE coordinates its work, as appropriate, with the Department of State, the Office of Science and Technology Policy, U.S. Government technical and national security and foreign affairs agencies, and foreign and international science and engineering organizations. The Office Head, OISE has managerial and oversight responsibilities for the effective use of OISE staff and resources in meeting organizational goals and objectives. This includes implementing overall strategic planning, and policy setting. Supervises and provides leadership and guidance to OISE staff. Fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations and the academic community. The Office Head, OISE is a member of the NSF senior management team.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit individual written statements (narrative format) describing accomplishments that would satisfy each individual ECQ. If you fail to do so, you will be rated as "ineligible." 1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately. Essential 1. Broad understanding of universities and other academic institutions of higher education where STEM research and/or education research is conducted. Knowledge of grants and contracts, fiscal management, and budget preparation involving research or education support activities. 2. Broad understanding of and experience with both the U.S. and international academic scientific/engineering and education research community and in-depth working knowledge of the science and technology policy organizations of the U.S. Government. 3. Skill in changing and balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research technology and demonstrated ability to exercise sound professional judgement that build on the expertise and knowledge of researchers and educators in several disciplines to develop solutions to important crosscutting global research and education problems. Desired 1. Education, strongly preferred at the Ph.D. level, or equivalent professional experience or combination of both in a field of science, technology, engineering, or mathematics (STEM), and demonstrated leadership experience in promoting and implementing STEM research or education policies in the global context. 2. Ability to represent a major U.S. organization involved in international science and engineering cooperation. Demonstrated diplomatic skill in working with high level officials and complex issues in both domestic and international settings. When responding to the MTQ and ECQ qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs. Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants who do not provide narrative statements addressing both the ECQs and MTQs individually will be rated as ineligible. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
