This position is in the Department of Health and Human Services, Administration for Children and Families, located in Dallas, Texas and Washington, District of Columbia.

Duties

Analyzes organizational training needs and evaluates training effectiveness. Facilitates, plans, develops, and implements training activities. Recommends training policies and guidance and develops procedures and standard operating procedures (SOPs) to enhance ACF training programs. Assesses training needs and works closely with presenters and trainers to ensure successful execution of training programs. Duties as shown are at the full performance level (FPL) of the GS-12. Duties will be developmental in nature when filled below the FPL.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Minimum Qualifications, GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Teaching or instructing work-related training and development programs. Assisting with administering a training program to include preparing training requests and answering inquiries about training opportunities, availability, and eligibility. Assisting in the development of training/course materials, aids, and devices. Introducing or utilizing contemporary training methodologies, equipment, and materials. OR possess a Ph.D. or equivalent doctoral degree in education (or a subject area related to the position to be filled), or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; or a combination of the required experience and education for this grade level. Specialized Experience, GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Teaching or instructing work-related training and development programs to improve individual skills and organizational performance. Administering a training program, to include preparing and processing training requests and answering inquiries about training opportunities, availability, and eligibility. Developing training/course materials, aids, and devices. Evaluating training results. Introducing or utilizing contemporary training methodologies, equipment, and materials. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
