This position is part of the Office of Facilities and Administrative Services, Office of the Secretary of Interior. The incumbent is responsible for monitoring, tracking, and investigating all transactions associated with annual operating budget, billings, revenues and contracts for the Conference and Special Events Branch (CSE).
Duties
Performs a wide range of program, analytical and administrative responsibilities, including, managing financial data for program trends and deficiencies, provide cost-effective recommendations to operating budget, billings, revenue and contracts.
Serves as the Contracting Officer Representative; utilizing a complex automated management database for management and accountability of contract payments, personal property and other information.
Serves as the Custodial Property Officer by managing government issued accountable and sensitive property, documenting property using Departmental property forms and complies with Personal Property Branch to complete annual inventory requirements.
Manages Capital Equipment Lifecycle Replacement Plan that consist of hundreds of pieces of equipment, ensuring the accounting of equipment is included in the automated financial database inventory.
Performs administrative activities to support branch activities, (e.g., purchasing office supplies, equipment and furnishings using government credit card and/or purchase request, developing statement of work and independent government estimates.
Qualifications
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience in analyzing, evaluating, and interpreting broad guidance and regulations in administrative programs such as property, federal budget processes (or similar), and contracting.
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience in analyzing, evaluating, and interpreting broad guidance and regulations in administrative programs such as records management, federal budget processes (or similar), contracting, and property. Additionally, experience managing assets within a complex asset management database is required.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
