This position is part of the Defense Human Resources Activity. The incumbent will be responsible for managing the sponsoring entity relationship throughout the entire service lifecycle, conduct investment management activities and be the initial contact for customers seeking DMDC services.
Duties
As a PROGRAM MANAGER (PORTFOLIO SUPPORT) at the GS-0340-13/14 some of your typical work assignments may include:
Manages the overall planning, execution, and timely delivery of multiple projects. Manages a portfolio to assess program health and prioritize the various projects within the program
Prepares implements a program level stakeholder management plan that aligns with organization objectives and considers the various levels of stakeholders. Responsible for analysis and providing solutions that satisfy the requirements of the user community consisting of stakeholders ranging from all the military services, combatant commanders, Joint Staff, and others. Develops and shares best practices regarding risk management. Assesses and approves risk management plans for programs. Identifies and recommends risk management strategies relevant to policies and regulations.

Designs and implements a change management plan to manage changes to the program scope, schedule, quality and costs. Develops and approves program tolerance plans within the program.
Oversees execution of program related projects and closely monitors program progress, responds and adapts plans to changes and manage risk.
Develops and implements a requirements management process. Identifies and uses appropriate techniques for requirements elicitation, analysis, and recording to accurately translate user needs into high-level functional requirements that trace to specify and derived IT system and performance requirements.
Evaluates return on investment of following systems development life cycle or program life cycle processes, tailoring established processes based on the complexity, scope and risk of work to be delivered. Identifies, collects, verifies and validates individual project cost and schedule estimates of aggregate costs to a program-level business case.
Formulates an acquisition strategy that incorporates risk mitigation strategies and opportunity costs. Develops proposed multi-year budget plans and annual operating budgets and identifies funding sources in support of program management. Plans, programs and determines distribution of allotted funds, resolves budget shortfalls, and identifies management staffing and contracting requirements. Develops tracks and monitors Program Objective Memorandum (POM) and Un-Funded Requirement (UFR) program input. Monitors and controls burn rates against spending plans.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the12 grade level in the Federal service:
Planning and synchronizing IT program resources for requirements and tracks execution to report to stakeholders.
Providing updates to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues.
Conducting studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives.

B. You may qualify at the GS -14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Leading support for planning, development, and implementation of improvements in information technology services, capabilities, and data standards.
Planning and synchronizing IT program resources for requirements and tracks execution to report to stakeholders.
Providing updates to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues.
Directing/conducting cost comparison/benefit studies of current or projected programs.
Developing lifecycle cost analysis of projects.
Conducting studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
