This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

This position is being filled under the memorandum from the Temporary DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the DoD, dated June 23,2023 As a PROGRAM MANAGER (DATA ASSETS) at the GS-0340-13 some of your typical work assignments may include: Responsible for work that involves reviewing and recommending process improvements to Program and/or product owners to improve business requirements, modernization of information systems/tools, customer needs and customer experiences. Comprehensive knowledge and understanding of Federal and DoD policies, procedures, and regulations governing DoD benefits and entitlements. Communicates with the customers, as necessary, if/when required. Maintains customer contact to determine and resolve customers' needs within the scope of CCC/DMDC until an issue is resolved. Work requires analysis and assessment of beneficiary related issues, discrepant data analysis and policy requirements that cut across DMDC, Personnel and Readiness, and other Dept of Defense activities. Prepares briefing and background materials, and provides to convey information and present recommendations, as directed. Skill in effectively communicating, both orally and in writing, with staff from all levels within ACO, oversight agencies and the private sector, including senior government executives. Ability to explain complex technical concepts and issues in plain language. Communicate effectively with beneficiaries, project offices and other divisions within DMDC, both orally and in writing, to facilitate the dissemination of DoD and health care policy. Must have sufficient knowledge of technical writing to draft and edit letters/memorandums/correspondence/business cases to this wide range of customers. Knowledgeable of organization and management concepts in order to monitor program progress and to develop and implement changes as necessary. Able to oversee project management, planning, operations, requirements documentation, and activities related to application support services to customers. Convenes and conducts meetings within program area of responsibility with DMDC And DoD peers to convey and interpret Departmental policy, SOPs and guidelines, elicits compliance, and coordinates with managers on program management and implementation.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Prepares and implements multiple program level stakeholder management plans that align with organization objectives and consider the various levels of those stakeholders. Manages the leadership and management processes associated with acquisition and acquisition planning. Responsible for program management and sustainment of IT systems/applications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0340. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation.
