This position is part of the Defense Human Resources Activity. The incumbent will be responsible for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
As a PROGRAM MANAGER (PORTFOLIO SUPPORT) at the GS-0340-13/14 some of your typical work assignments may include:
Defines program requirements and coordinates with product managers for assigned programs throughout the systems life cycle from technical solution development, system design and testing, fielding, operations/sustainment, through the retirement/replacement phases.
Oversees implementation of plans, procurements, risks and deliverables of program elements; develops and tracks performance metrics and provides regular program-level status updates.
Manages and evaluates the requirements development process to mitigate impact on cost, schedule and performance. Responsible for analysis and providing solutions that satisfy the requirements of the user community.
Develops communication strategies to engage stakeholders, manage their expectations, and improve their acceptance of the objectives of the program. Generates buy-in to the business goals and technical approach of the program.
Develops business cases that effectively and efficiently offer sound business solutions based on quantitative and qualitative decision criteria including capability requirements, implementation plans, and acquisition strategies. Identifies, collects, verifies and validates individual project cost and schedule estimates of aggregate costs to a program-level business case.
Develops multi-year budget plans and annual operating budgets and identifies funding sources in support of program management. Plans, programs and determines distribution of allotted funds, resolves budget shortfalls, and identifies management staffing and contracting requirements.
Oversees execution of program related projects and closely monitors program progress; responds and adapts plans to changes and manages risk. Assesses the value and organizational impact of projects, ensuring that the target benefits are measurable and related to business goals.
Monitors and reports performance of the program and related projects with regard to scope, schedule, cost, resources, quality, and risk.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Responsible for program management and sustainment of major IT systems/applications.
Leads or manages the processes associated with IT acquisitions and IT acquisition planning.
Prepares and implements IT program budgets, budget plans, and execution plans.
Prepares and implements program level stakeholder engagement plans that align with organization objectives and consider the various levels of those stakeholders.
You may qualify at the GS -14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience in Program Management of products/services for DoD including modernization, cybersecurity, zero trust, and data
Strategic leadership on emerging customer/stakeholder requirements in consultation with the DoD CIO to establish joint strategy and enable DoD-wide solutions
Program oversight activities including Planning, Programming, Budgeting, and Execution, requirements analysis, risk management, acquisition strategy, and cost benefit analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
