This vacancy is for a Management and Program Analysis Officer in the Minority Business Development Agency within the Department of Commerce. In this position, you will have oversight of the Agency's programs and services that support the training and counseling needs of minority business enterprises and socially and economically disadvantaged entrepreneurs.
Duties
As a Management and Program Analysis Officer, you will perform the following duties:
Develop and administer a Training Program designed to keep MBDA's entrepreneurial
development programs and initiatives updated on Agency policy, process, and rules changes.
Develop and establish a formalized set of eligibility criteria to ensure compliance with the MBD Act. Provide Audits, Inspection, or Monitoring Services to ensure compliance with MBDA rules and the MBD Act. Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
Ensure the MBDA's entrepreneurial development programs and initiatives achieves its business outcomes, managing change effectively, understanding the value of the projects and ensuring the appropriate level of transparency via KPI reporting and other communications.
Lead Agency-wide process reviews to identify opportunities to enhance Agency support for its network of entrepreneurial development programs, including identifying and advising opportunities to strengthen partnerships and initiatives have access
to the necessary tools, services, equipment, and documentation.
Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Evaluate work performance of subordinates; gives advice, counsel, or instruction to incumbents on both work and administrative matters; identifies developmental and training needs of incumbents, providing or arranging for needed development and training; and develops performance standards.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-15 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
Developing or implementing agency/ business programs, and initiatives in accordance with government policy or legislation to ensure compliance.
Serving as a senior advisor to executives on legislation or regulations that impact agency/ business programs, policies, and operations; AND
Setting priorities, assigning work, and evaluating performance of junior and subordinate staff.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
