The primary purpose of this position is to serve as a Management and Program Analyst advising, establishing, and administering contracted contingency support operations, including warzone services and construction, CONUS and OCONUS disaster recovery and emergency response operations, and contingency operations.

Duties

Ensures Deployed Contractor Readiness. Identifies and Documents Customer Requirements through Continuous Situational Awareness of CCMD/OL Needs, Trends, Procedures, and Performance. Serves as a Contracting Officer Representative (COR) to Ensure Commercial Vendors Have Complete and Accurate Technical and Procedural Information. Maintains Functional, Administrative, and Technical Competency.

  • Selectee may be required to serve a probationary or trial period.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Incumbent must be eligible and qualified to drive military vehicles to include rental vehicles and is required to have a valid driver’s license.
  • Incumbent of this position must obtain and maintain a valid passport.
  • This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against diseases.
  • This position is on-call 24/7/365 and routine uncompensated overtime is mandatory for mission accomplishment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in planning and executing analyses, complying with all procedural processes, coordinating with program stakeholders to ensure military/contractors are properly trained, equipped, and mobilized to effectively support contingency commitments and operations, reviewing, interpreting, and using appropriate judgement in determining contract policy, procedures and regulatory guidelines; ability to monitor contractor performances and trends while identifying gaps and deficiencies and providing recommendations to resolve those issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of public law, regulations, policies, practices, and procedures with respect to contingency operations; knowledge of preparation and employment of contractors in contingent operations; and knowledge of contract principles, practices, procedures, laws, regulations, and current legislative issues/initiatives, fiscal law in support of contingency operations. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering and other disciplines such as construction standards, methods, practices, and techniques, materials, and equipment; and knowledge and experience in airbase operations, logistics, force support, and engineering contingency operations and recovery. Knowledge of program planning, budgeting systems and cycles, financial controls, and program management. Skilled in the application of research methods, analysis, and data interpretation; skilled in selecting and applying appropriate rules, procedures, and guides in a variety of complex and unusual situations and recommending timely and economical solutions. Skilled in the development, collection, use, and control (distribution) of unclassified, and source selection sensitive information and documents and skilled in the use of unclassified and classified information systems. Ability to develop task orders, government cost estimates, requests for proposals, evaluate competing proposals; make and defend recommended selections; and work closely with the customer (CCMD/OL) and the Administrative Contracting Office. Ability to communicate well, both orally and in writing and maintain good working relations with all organizational stakeholders; and ability to plan, conduct, and record site/facility surveys and inspections. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
