The primary purpose of this position is to serve as STARCOM Management and Program Analyst for all service and joint doctrine related to space; and subject matter experts across the USSF and other Joint agencies to gather appropriate information related to joint and service doctrine development.
Duties
Employee at this level is an expert within their functional area; Doctrine and Wargaming Program Specialist.
Serve as Program Specialist on wargaming, doctrine and integration efforts with Space Force and STARCOM.
As the Program Specialist on wargaming, doctrine; responsible for managing and coordinating space equities are documented accordingly during initial and revision cycles for service and joint doctrine.
Research, interprets, analyzes, and applies Command, Service, DOD, and Joint Staff and USSF policy, procedures, and doctrine.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

- May be required to travel by military or commercial aircraft in the performance of TDY assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include participating in Service priority wargames as required to ensure integration of future concepts and technologies into other Service wargame design; assist in developing and/or recommending modifications to wargaming systems and programs around doctrine, tactics, and concepts of operations; preparing wargaming, experimentation or demonstration outcome-based products to inform systems development, concepts, and training requirements; and reviewing and/or commenting on studies, doctrinal literature, and materiel need documents, and required battlefield operational capabilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge Space and Cyber programs structure with emphasis, on mission, functions, capabilities, programs, and other organizational relationships, and associated customers within the space and cyber community and in a Joint mission environment to ensure the program meets the evolving and unanticipated changes in functions and capabilities of the supported mission.
2. Expert knowledge of DOD, Service, Joint Staff, and Command standards and policies for joint and service training systems, doctrine, wargames, and in-depth knowledge of DOD, Service, Agency, and Command interrelationships.
3. Extensive knowledge of doctrine and wargames into multi-domain operations/joint environment to include comprehensive knowledge of Space Force Enhancement activities including Space Intelligence, Surveillance, and Reconnaissance (ISR), launch detection, missile tracking, Space related environmental monitoring, satellite communications, Space-based Position, Navigation, and Timing (PNT), Navigation Warfare, Satellite Communications (SATCOM), Space Domain Awareness, and ground supporting infrastructures.
4. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to interpret/analyze plans to integrate mission objectives into exercise requirements, and evaluate and adjust work operations to meet objectives with available resource.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
