The primary purpose of this position is to serve as the Center's Chief of Plans, Requirements, and Exercises Division providing expert advice, direction, and counsel to the Center leadership team and personnel. Responsible for overseeing vital strategic planning activities for a complex organization with multiple missions.
Duties
DUTY 1: Provides broad planning, problem solving and other technical advice and services to the Center Command staff, 3 Executive Directorates, 2 subordinate Groups, 8 Squadrons, and 19 GSUs, higher headquarters, and national customers as the Center's focal point for all Plans, Agreements, Requests for Information (RFI), and Requirements.
DUTY 2: Performs Supervisory personnel management duties as (Manager) Division Chief.
DUTY 3: Provides leadership, direction, and oversight of the Center's planning, participation, and execution of exercises in multiple national and Combatant Command (CCMD) AORs.

- Security: Position is designated Special-sensitive, and employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Employee may be required to undergo random CI polygraph examinations in accordance with security regulations involving material handled.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include establishing, revising, or reviewing policies, procedures, mission objectives, and organization design specific to AFTAC which are necessary to eliminate problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Although there are many established AF, DoD, and Joint guidelines which are applicable to the work required, the supervisor must use judgment and ingenuity to interpret the intent of these guides. The supervisor may be required to make major or novel adaptations when executing duties/responsibilities in order to accomplish the mission. Authors AFTAC's Strategic Plan for the Center Commander; submits to XP Director and/or the AFTAC Commander for final approval. Presents to the Senior Staff as the SME for implementation as authoritative in nature. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, practices, and/or regulations concerning the strategic management process & initiatives.
Ability to plan, organize, and direct teams of a diverse organization including special study teams composed of members from different organization and commands.
Expert knowledge of AFTAC's portfolio of missions and requirement development.
Extensive knowledge & skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations.
Ability to communicate with others, (both orally & written), in working solutions to problems or questions; requires frequent interaction with DISLs/SESs (Flag Officer-equivalents).
Experience in safeguarding and handling classified information.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
