The primary purpose of this position is to serve as the Senior Strategic Program Management Analyst for the Air Force Technical Applications Center's (AFTAC) Systems Development (SD) Directorate which is responsible for joint mission programs of national and global significance.

Duties
1. Plans and Strategy: As the Senior Strategic Program Management Analyst for the Directorate, the incumbent possesses expert level knowledge of the strategic planning process to include development and documentation of primary goals, objectives, concepts, architectures, resource requirements, long-range plans, and/or tactics for successful accomplishment of DOD, National Agency, Air Force, and Center requirements.
2. Performance Monitoring - Applies knowledge of performance monitoring to align operational performance metrics to approved strategic plans.
3. Innovation and Process Improvement - Serves as the Directorate representative responsible for tracking, documenting, and leading process improvements and instilling innovative approaches on key initiatives resulting in significant improvements in service requirement delivery, operational costs, quality, innovation, and process cycle time.
4. Special Studies - Directs special studies for the Systems Development Director related to strategic program performance and management.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: I have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. My experience includes Expert knowledge of the strategic planning process to develop key performance goals, objectives, and measurements for the Directorate. Comprehensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Extensive working knowledge of project management and project management report topics such as timelines, milestones, critical path, and Gantt charts. Practical knowledge of the PPBE process is required to enable the incumbent to prepare timely planning documents and to defend program funding. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the Air Force and/or DOD strategic planning process and AFTAC's portfolio of missions.
2. Extensive knowledge of the application of National, DOD, AF, and AFTAC requirements determination, strategic program alignment and control, performance management, financial/programming guidelines as they pertain to program management.
3. Skill and ability to interpret high-level guidance (e.g., National Security Strategy, National Defense Strategy, and Air Force Strategic Plans), sufficient to translate them into strategic implications and capability requirements, interpret future trends, and hypothesize potential applications, opportunities, or threats.
4. Extensive knowledge of management principles and processes and analytical techniques for assessing operations and developing strategies for process improvements and efficiencies.
5. Ability to effectively organize and analyze information, present clear and concise findings, produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials.
6. Skill in establishing and maintaining effective relationships, negotiating, and resolving conflicts based on mature judgment.
CONDITIONS OF EMPLOYMENT CONT:
1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
