This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico.
The incumbent contributes to the mission and associated initiatives and responsibilities by serving as an expert in the reduction of environmental risk and liability utilizing environmental regulations and NEPA compliance.

Duties
Serving as an expert in the reduction of environmental risk and liability utilizing environmental regulations and NEPA compliance.
Responsible for the planning, preparing, oversight and implementation of NEPA projects to review and analyze and apply mitigation strategies on trust lands or at BIA Federal facilities and restore or protect trust resources.
Responsible for reviewing and analyzing incoming applications for Categorical Exclusions (CE), Environmental Assessments (EAs), Environmental Impact Statements (EIS) for environmental impacts to trust lands, allotted and federally-owned properties.
Consults with other federal agencies, States, and Indian Tribes to design, evaluate, review and coordinate environmental projects requiring NEPA compliance on behalf of the Navajo Region.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management for GS-0028, Environmental Protection Specialist Series)
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience includes, but is not limited to serving as a senior advisor to management on requirements of NEPA environmental compliance and planning; writing environmental assessments and scope of work, evaluating existing environmental conditions or releases to determine the correct regulatory approach for mitigation or remediation actions; dealing with multiple agencies at the local, state, tribal, and federal levels; synthesizing complex environmental information from a variety of sources for inclusion into documents readily understood by the public; conducting environmental training and presentations; understanding and incorporating management policies into completed documents; coordinating long and short term goals that incorporate multiple entities; coordinating with contractors to ensure all projects follow regulatory statutes and contracting requirements; incorporating both environmental and safety regulations; working as a multi-media remedial project manager for regulatory statues managed by federal, state, and tribal regulations.
