This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico.
The incumbent is responsible for the planning, design, construction, oversight and implementation of projects to assess, cleanup, or mitigate contaminants on trust lands or at BIA federal facilities, and restore or reclaim trust resources.
Duties
Serves as regional remedial environmental protection specialist.
Contributes to the mission by providing technical assistance and guidance on environmental protection through environmental regulations, established policies and procedures.
Ensures preservation and protection of tribal resources on issues affecting impacts to the environment that may result of degradation on tribal lands under the Region.
Conducts site assessment to prepare a scope of work, government cost estimates to begin ASTM Environmental Site Assessments for the Phase 1 and 2. Prepares the cleanup recommendations for environmental sites.
Initiates project meetings to request environmental reviews for consultations with regulatory federal government, tribal, and private sectors.
Advises management on the environmental requirements, options and conclusions.
Conducts environmental management program mission presentations and updates to management, staff and regulatory agencies on the progress or completion of the environmental projects.
Works with tribal regulatory staff on environmental projects that require input and monitoring.
Independently, prepares, drafts and processes environmental documents, as well as creating and monitoring mitigation measures that are required under environmental laws which include NEPA, and appropriate tribal ordinances and regulations.
Properly document results of all assessments and other fieldwork, fulfill reporting requirements of all applicable environmental laws and regulations, prepare/maintain all internal files, and reports required for these activities.
Compiles and analyzes baseline data in the search for sites suspected of being contaminated with hazardous wastes/substances and performs environmental site assessments.
Coordinates with other resource staff on other environmental laws and regulations.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions Environmental Protection Specialist GS-0028).
GS-12: I have one-year specialized experience equivalent to the GS-11 grade level in the Federal Service. This experience must include: preparing, arranging or reviewing environmental documents required for compliance with environmental laws and regulations, which include National Environmental Policy Act (NEPA), other federal policies and procedures; work involves preparing written technical documents; reviewing project documents prepared by other agencies and parties; and managing project contracts with private contractors for document preparation, and/or collaborating with tribal departments for the same; work that involves serving as a senior advisor to management on requirements of compliance and planning; writing environmental site assessments, correspondences, briefings; dealing with multiple permitting agencies at the local, state, tribal, and federal levels; synthesizing complex environmental information from a variety of sources for inclusion into documents readily understood by the public; conducting environmental training and presentations; understanding and incorporating management policies into completed documents; coordinating long and short term goals that incorporate multiple entities.
