This position is part of the Education Facilities, Bureau of Indian Education. As a Environmental Protection Specialist you will be responsible for the management, construction, renovation, demolition and decommissioning work on BIE assets to comply with environmental laws, statutes, Environmental Protection Agency (EPA) guidance and executive orders to protect and provide safe federal facilities, students and employees at Bureau operated and Tribally controlled grant schools and offices.
Duties
As a Environmental Protection Specialist GS-0028-12, your typical work assignments may include the following under supervision:
Provide expertise and technical engineering support to address and remediate wide range of complex environmental projects.
Assess, remediate and monitor the existence of potential or actual releases of environmental contaminants at Bureau of Indian Education (BIE) owned facilities.
Plan and coordinate projects including: storage tanks, wastewater systems, water systems, water towers or wells; above-ground and under-ground storage tank management; and toxic substances management.
Perform assessments or inspections of facilities to ensure emergency planning and community right-to-know requirements, necessary to comply with Environmental Protection Agency (EPA) requirements.
Review and coordinate environmental projects, including operation and maintenance and rehabilitation.
Develop, implement, and oversee the following areas: water quality, water monitoring, water treatment for safe drinking water, hazardous material storage and handling, waste management, air quality, and asbestos and mold remediation.
Oversee environmental activities, recommend direction and coordinate projects concerning remediation, repairs, water supply, water deliveries, storage, financing, budgeting, and inspections.
Ensure compliance with Bureau policies and procedures and establish guidelines for operations and maintenance, environmental meetings, and special initiatives.
Coordinate environmental project reports and correspondence, including quarterly deferred maintenance reports, safety reports, and ensure they meet required submission schedules.
Develop and assist the Contracting Officer in negotiating contracts and agreements.

Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-12:
One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes: provide expert and technical engineering support to address and remediate a wide range of complex environmental projects; assess, remediate and monitor environmental contaminants; experience applying principles, concepts, and practices relating to environmental protection programs; ensure compliance with the laws and regulations related to environmental protection activities; implement environmental control programs and policies concerned with environmental protection, enhancement, and management of facilities and grounds; write environmental reports; develop and assist in negotiating service contracts and agreements; make oral presentations related to an environmental program; make field site visits to provide technical guidance and assistance to facility managers and management.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
