This position is located in the NNSA, Nevada Field Office (NA-NV) within the office of the Assistant Manager for Operations & Safety (AMOS). The prime focus of the AMOS organization is to oversee all operations and safety management programs at the Nevada National Security Site (NNSS) and its outlying locations. The incumbent serves as a Facility Representative, functioning as an onsite technical representative of the Field Office Manager on all aspects of day-to-day operations.

Duties

As a General Engineer/Physical Scientist (Facility Representative) you will: Analyze and evaluate contractor operational and implementation plans including: operating systems. processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance and construction, quality assurance, safety, health and environmental activities. Serve as the NNSA/DOE on scene representative for accident investigations, emergencies, or unplanned events at assigned facilities. Provide guidance to the operating contractor on requirements for stabilization and resumption of operations. Exercise "stop work" authority, except as expressly limited in governing contracts with the M&O contractor, if situations constitute an imminent hazard or danger. Review and evaluate the adequacy of investigative facts and procedures and prepares reports recommending appropriate action to management. Conduct follow-up to assure that corrective actions have been appropriately implemented.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-4 or GS-15 equivalent. Specialized experience for this position is defined as: Experience contractor management control systems and procedures related to national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations. Examples of Qualified Experience: Develops strategies to perform detailed safety analysis. Assures that activities are performed within approved safe operatingenvelopes and in compliance with applicable orders, laws, and regulations. Makes contractor management aware of issues and concerns andnegotiates regulatory, technical and/or programmatic issues andrequirements with senior contractors. General Engineer 0801

Degree: Engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Physical Scientist 1301

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
