A successful candidate in this position will serve as Deputy Assistant Manager for Operations and Safety (DAMOS) and maintains responsibility for providing management, leadership, direction, coordination, day-to-day guidance and implementation of activities to provide necessary infrastructure to NNSA and the NFO.

Duties

As a General Engineer/Physical Scientist you will: Provide senior leadership for the oversight of the industrial hygiene, Federal Employee Occupational Safety and Health, Worker Safety and Health, explosive safety, environmental compliance, aviation safety, quality assurance, construction, electrical, underground, Integrated Safety Management, radiation protection, fire protection, and criticality safety programs at the NNSS. Provide alternate support for the management and direction of the Facility Representative Program and the Safety System Oversight Program. Exemplify considerable tact and diplomacy in advancing ideas and concepts that may have a significant bearing on office policy that can affect political, economic, and social conditions. This often requires communicating complex technical information into a form that lay persons can interpret and utilize. Stimulate creative ideas and thinking which will assist the NNSA/NFO management and other high-level officials in improving organizational processes, efficiencies, and effectiveness. Analysis of safety performance information and associated recommendations and federal staffing analysis and projections can determine the future of major program segments. Lead and participate in office improvement initiatives that have significant long-term effects on broad, critical NNSS processes. The incumbent's decisions and recommendations have a direct and substantial effect on the ability of the NFO to achieve mission objectives that are critical to the NNSA national security mission.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. EN-04 or GS-13 equivalent. Specialized experience for this position is defined as: Experience managing or conducting oversight of the implementation of safety management programs for high-hazard facilities (e.g., nuclear, chemical, explosives) to ensure regulatory compliance of facility operations. Examples of Qualified Experience: Experience as a DOE Facility Representative or Safety System Oversight Representative conducting oversight at DOE Nuclear Facilities. Experience as a subject matter expert implementing or evaluating safety management programs for high-hazard facilities (e.g., nuclear, chemical, explosives). Experience with developing Documented Safety Analysis (DSAs)/Technical Safety Requirements (TSRs), implementing, or performing oversight of, 10 CFR 830 requirement. Experience with conducting formal audits and assessments of high-hazard facilities or activities independently, leading teams, or participating as a Team Member. Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
