The Supervisory Operations Engineer has complete program responsibility, providing engineering review and guidance for Plant/Facility Operations, Plant/Facility Maintenance and Recurring Maintenance programs of the VA Southern Nevada Healthcare System (VASNHS).
Duties
Major Duties include but are not limited to the following:
The Supervisory General Engineer is responsible for a comprehensive facilities operations program that must ensure the safety, reliability and efficiency of all equipment, controls and devices employed in the delivery and distribution of electricity, heating, cooling, water, and medical gasses and the collection of waste-water throughout VASNHS. This program responsibility includes the areas of organization, management, and systems design. The high level of technological complexity of the equipment involved in these support activities often requires the application of unique concepts to reach a solution of various systems maintenance, modifications, and design problems. Examples of such systems include, computer-based boiler and chiller control systems, electricity distribution systems to include both normal and emergency power and the controls necessary to automatically transfer between these systems, emergency power generation to include maintaining safe and environmentally compliant fuel systems, and potable water treatment.
This position provides matrix management support and technical expert consultation to the Office of the Chief of Engineering Service for all issues relative to the areas listed above. The Supervisory Operations Engineer makes recommendations to the Office of the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Facilities Maintenance and Operations.
The incumbent is responsible for the cost-effective maintenance of the medical center's entire inventory of complex operations equipment, systems, controls and instrumentation. Maintenance expenses must be minimized while the quality and timeliness of service maximized. In this endeavor the incumbent assists medical center top management in the formulation of the operating budget for the operational maintenance program. The incumbent assists the Office of the Chief, which include the Chief and Deputy Chief of Engineering Service (ES) in determining the most effective expenditure of funds allocated for replacement and additional equipment.
The Supervisory General Engineer reports to the Office of the Chief (ES), who exercise supervision of a very general nature. Professionally and technically the incumbent is considered a subject matter expert. The incumbent manages the Maintenance/Operations Section with full independence and operates under the basic laws and regulations of the Department of Veterans' Affairs. The Office of the Chief (ES), rely upon the incumbent to make independent and original action in solving problems that arise. Guidelines furnished by the Office of the Chief (ES) and medical center top management concern broad programs, policies, and objectives to permit the incumbent to develop and implement procedures required to meet the needs of the medical center. Inherent in the concept is the responsibility for the incumbent to respond to the needs of the Office of the Chief (ES), top levels of management, and the medical profession in furnishing administrative support that will facilitate the achievement of the medical center's mission. Close and continuous contact is maintained with the Office of the Chief (ES), top levels of management, and key professional personnel. The incumbent is required to work professionally and must be able to independently solve the varied technical and professional engineering problems that arise in the day-to-day operations of the medical center.
Research and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Maintenance/Operations Engineering Section. Provides expert analysis and advice for complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access. Devises new analytical techniques to evaluate findings. Makes authoritative recommendations. Researches and provides technical recommendations pertaining to a wide range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH). Develops and advises on administrative requirements for the entire scope of services provided by Maintenance/Operations Section.

Qualifications
Basic Requirements:
1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
2. English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ? 7403(f).
3. Education: Healthcare Engineer candidates must meet one of the following education and/or registration/licensure requirements:
Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Supervisory Healthcare Engineer, GS-13.
Experience: One year of experience equivalent to the next lower grade.
Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
(a) Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.
(b) Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.
(c) Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.
(d) Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.
(e) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.
(f) Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.
(g) Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
Preferred Experience: Degree in Mechanical and/or Electrical Engineering preferred.

Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
