The incumbent in this position serves as a Management Analyst assigned in the Category Management within the Office of Strategic Sourcing, Office of Information and Technology (OIT).
Duties
OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.

Major Duties include but are not limited to the following:
Analyze, evaluate, and advise management on the effectiveness and efficiency of OITs Acquisition and Contract Administration program operations and its management of acquisitions requirement for meeting OIT's programs and projects goals and Objectives.
Analyze, evaluate, and assist in planning and monitoring project and program acquisitions to ensure viability and compliance with federal legislation, regulations, directives, and VA IT strategy, policy, and plans and is instrumental in executing OITs multimillion-dollar annual budget.
Initiates and completes the IT Acquisition request through Budget Tracking Tool (BTT) and Acquisition Review Module (ARM)system.
Officially submits the acquisition package through the Forecast of Opportunities and Requirements Center for Excellence(FORCE) or other means of entry into the appropriate acquisition organization.
Identify policies and procedures, which require change or improvement, and initiate recommendations to achieve desired results.
Recommend acquisition strategies for high dollar value projects, that would assist in achieving optimal project solutions from cost, schedule, and performance perspective.
Lead the project team in the coordination and development of an Acquisition Requirements Package in order for a contracting officer and specialist to fully understand the needs of the project.
Generate official procurement requests within the Integrated Funds Distribution, Control Point Activity.
Analyze projected cost estimates based on the project requirements and system architecture in order to make recommendations.
Communicate complex issues affecting contract actions in a clear, logical, and concise manner to senior management officials in the form of written correspondence, oral communications, and briefing presentations.
Participate in the development of and monitoring of performance metrics used in evaluating the program management of IT investments.
Resolves all questions and issues that come up through the process by involving the appropriate OIT POC and work with them to resolve and drive the contracting official's issue to closure.

Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or deadlines and to devise corrective actions and solutions to unexpected contract issues.
Working Conditions: Work is performed in a normal office setting. The incumbent may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require
normal safety precautions. The responsibilities of the position require travel and may subject the
incumbent to various resultant environment changes. May require occasional travel.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors).
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Experience utilizing federal contracting policies and federal acquisition regulations to coordinate development of acquisition packages utilized by contracting officers, overseeing/advising on the acquisition and strategic planning processes. In addition, experience in managing relationships with customers on projects; establishing performance metrics used in evaluating compliance with goals and objectives; experience solving contract related problems and presents recommendations to management; and experience utilizing an acquisition tracking and monitoring system of record.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
