This position is located at Bureau of the Fiscal Service, Policy and Oversight Division. As a Financial Program Specialist, you will serve as a team member and provide financial and technical analysis in the development and implementation of government-wide debt collection programs, policies, and operations.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Financial Program Specialist, you will:
Provide detailed, intensive knowledge of debt collection programs to other Fiscal Service components and stakeholders on debt collection and debt management services of the organization.
Analyze financial information gathered from a wide variety of direct and indirect sources concerning the effectiveness of ongoing programs; determine whether the manner and means of achieving current program objectives should be modified or whether the objectives themselves should be modified; identify the nature and extent of revisions required to improve effectiveness; and develop criteria for effective evaluation.
Apply techniques to assess the quality of programs and the amount of progress in achieving specific objectives. Negotiate agreements with management on any findings which may suggest corrective and/or improvement actions are necessary or desirable. Follow up with a formal report of findings and ensure that commitments to proper implementations are carefully monitored.
Serve as a team member in pilot projects relating to debt management and debt collection and develop and maintain effective working relationships with other Fiscal Service components to implement these projects.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Applies techniques to assess the quality of programs and the amount of progress in achieving specific objectives AND
Analyzes financial information gathered from a wide variety of direct and indirect sources AND
Acts as a liaison for internal and external customers or other stakeholders for pilots and other projects.
Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
- Applies techniques to assess the quality of programs and the amount of progress in achieving specific objectives AND
- Analyzes financial information gathered from a wide variety of direct and indirect sources
OR You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
- Applies techniques to assess the quality of programs and the amount of progress in achieving specific objectives OR
- Analyzes financial information gathered from a wide variety of direct and indirect sources.
OR You may substitute education for specialized experience as follows: Two full years of progressively higher graduate education or Master's degree or an LL.B. or J.D. if related to the posted position. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.
