This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T), Office Innovation and Collaboration (OIC), Program Management Office (PMO), Federally Funded Research & Development Centers (FFRDC).
The primary purpose of this position is to serve as the liaison for cooperative S&T program efforts and oversight of the departments FFRDC ensuring appropriate department-wide access to the FFRDC's.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, GS-0343-14, your typical work assignments may include the following:
Leading and coordinating activities for evaluating effectiveness of analytical and advisory services of the FFRDC PMO.
Educating the Directorate, DHS Components, other federal agencies and the private sector on all aspects of the FFRDC's.
Representing and speaking on behalf of the S&T Directorate in a variety of settings and ensures appropriate actions are taken in support of the Directorate's programs.
Maintaining close, cooperative, high level contacts with other DHS organizations, commercial industry representatives, and international partners, and ensures that collaboration, as appropriate, is achieved.
Planning and conducting comprehensive evaluations, studies, and detailed analyses to identify ways to enhance effectiveness of programs and deliveries of customer services.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Utilizing qualitative and quantitative methods to conduct comprehensive management studies; 2) Assessing the effectiveness, efficiency, and productivity of the organization to identify areas for improvement; 3) Developing budget and resource implementation plans consistent with financial requirements and federal regulations; 4) Proposing solutions to management problems for program planning purposes.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
