Duties
The incumbent conducts independent fact finding, studies, and surveys related to a specific module, phase, or work process of a major financial system.
Identifies systems problems and recommends solutions including data changes and / or system software changes
Incumbent assists in project evaluation efforts and performs/monitors development of system changes to ensure proper coordination among all customer organizations.
Incumbent plans, develops, and conducts projects involving operational/system changes caused by legislative, regulatory, or policy changes.
Incumbent coordinates with programming staff to establish test plans including regression testing and, executes such tests to verify the quality of software changes.
Incumbent analyzes and elicits system requirements to assess consistency, completeness, validity, reliability and impact on system integrity and defines software changes.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: applying auditing principles, techniques, policies and regulations with the objective of improving the information technology control environment of financial/accounting systems; identifying, documenting and recommending, improving systemic control environments of financial/accounting systems; conducting internal assessments of financial/accounting systems automated controls; identifying, documenting, recommending and implementing system improvements and corrective actions and preparing and executing software test plans and System Change Requests for financial/accounting systems.
